Dear Mr. Russell:

In reference (1), I informed you of the action of our Board of Directors to elect me President and Chief Operating Of ficer, and Corbin A. McNeill, Jr.,

Executive Vice President-Nuclear.

I indicated that we would conduct a detailed review of the Restart Plan,Section I and II, submitted with reference (2) and (3), with the intent of affirming our commitment to that Plan and effecting changes necessary to assure success of the Peach Bottom Restart ef fort.

That review has been completed and appropriate revisions made to the Plan. These revisions considered and incorporated the second and third recommendations of Mr. Zack T. Pate, President, Institute of Nuclear Power Operations (INFO), in his letter dated January 11, 1988. The Company has retained an independent consultant to perform the analysis and prepare the report described in the first INPO recommendation. A Summary of the Plan changes is attached.

Enclosed herewith are fifteen (15) copies of Sections I and II of the Plan, entitled Plan for Restart of Peach Bottom Atomic Power Station, Revision 1.

Also enclosed are fifteen (15) copies of a comprehensive schedule of the major activities in the revised Plan. This schedule will be updatt.d monthly to enable PE and the NRC to monitor progress toward meeting the revised Plan's corrective action objectives.

We believe that Sections I and II of the revised Plan, together with the recent appointments of Mr. McNeill and myself, address NRC concerns expressed in the March 31, 1987 Order.

This revised Plan and schedule are submitted as PE's response to the NRC requirement for a comprehensive plan and schedule prior to restart of Peach Bottom.

TFE PLAN FOR RESTART OF PEACH BOTTOM ATOMIC POWER STATION REVISION 1

SUMMARY

OF CHANGES The Plan for Restart of Peach Bottom Atomic Power Station, Sections I and II, has been revised as follows:

1.

Change in top leadership to Joseph F. Paquette, Jr., and Corbin A.

McNeill, Jr., reflected.

2.

Change in title of senior nuclear executive to Executive Vice President-Nuclear.

3.

Change in title of Management Assistance Staff to Organization and Management Development Division. Responsibility for management and supervisory development program is reassigned from Nuclear Training to the Organization and Management Development Division. Line management responsibility for development of subordinates is reaffirmed.

4.

Change in title of Commitment Management Program to Commitnent Tracking Program to better reflect line management responsibility for managing comitments.

5.

Role clarification and elimination of redundancy in independent oversight groups.

The size and scope of the Nuclear Review Board (NRB) has been refocused to more clearly reflect its technical safety review function as described in the Technical Specifications. Management and programmatic oversight will reside with the Nuclear Committee of the Board of Directors (NCB),

The increased level of QC coverage of shif t operations, instituted in December 1987, has been reevaluated and restored to a prudent level consistent with a strengthened emphasis upon line management responsibility for monitoring shift operations.

7.

Annotation of the corrective action lists with major activity numbers for each of reference.

All changes to the Plan are indicated by a change bar in the margin; deletions are noted by an asterisk in the margin.
