GREEN RIVER, SUPPLEMENT TO DRAFT TER As requested, we have performed a review of the response from the DOE to the concerns and open issues identified in the draft TER for the Green River project. A sup)lement to the draft TER, attached to this memo, presents our evaluation of t1e geotechnical engineering aspects of the DOE's proposal to initiate moving the tailings to the disposal site pending resolution of the open issues.

,s SUPPLEMENT TO DRAFT TER GREEN RIVER UMTRAP PROJECT 3.0 GE0 TECHNICAL STABILITY The draft Technical Evaluation Report (TER) for the Green River project identified the design of the infiltration / radon barrier of the tailings pile cover as an open issue. The items of concern pertinent to the geotechnical engineering aspects are the hydraulic conductivity and constructability of the infiltration / radon barrier layer of the cover.
The proposed design consisted of a one-foot thick layer of radon barrier layer with a required hydraulic conductivity of 10E-7 cms /sec..
In response to the draft TER, the 00E has responded that the rr,aterial for the cover will be amended with 3% by weight of bentonite and that the DOE will demonstrate by test fill and field tests the constructability and hydraulic conductivity of the infiltration / radon barrier layer. The 00E would like NRC's concurrence to initiate placing tailings at the disposal site pending satisfactory resolution of this open issue using results of the test fill and field tests. Since both the percentage of bentonite to be added to the material and the thickness of the infiltration / radon barrier layer can be finalized at a later tine to satisfy the design requirements of the project, moving the tailings to the disposal site at this time will not preclude DOE from constructing a tailings pile cover to meet the design requirements.
This conclusion is based on considering only the geotechnical aspects of this issue, and a final recommendation to the DOE should also consider the groundwater aspects of this issue.
This supplement to the TER will be revised after the above mentioned technical details of the infiltration / radon barrier layer of the tailings pile cover are finalized.
