This is in response to your March 3, 1988 request for comments on INP0's draft, "Principles for Enhancing Professionalism of Nuclear Personnel".

The Commission agrees with and endorses this important initiative by the nuclear industry to enhance the professional conduct of r.uclear power plent personnel.

You can be assured that we will consider the success of these initiatives as we proceed with our own efforts to enhance operator profes-sionalism; namely, the proposed rule concerning degreed senior operators and the draft policy statement on the professional conduct of nuclear power plant personnel.

We are particularly pleased that INP0 has chosen to define these principles in terms of specific resronsibil'ities for line managa-ment starting at the very top and extending to all levets of the nuclear organization.

We are enceuraged that utility executives have played an extensive role in refining these priticiples and that the operators and management at each utility are working to develop professional codes for nuclear plar.t operators.

Based on our review, we believe that the "Principles for Enhancing Professionalism of Nuclear Personnel" follow proven principles that have served successful organizations in our country well over the years.

We also believe that, if fully endorsed by top utility management and faithfully executed by nuclear managers and workers throughout the regulated industry, the principles embodied in the draft would enhance safety at nuclear power plants.
