Dear Mr. Zech:

You must not adopt less stringent emergency evacuation requirements at nuclear reactors. State and local officials have not been merely capricious in refusing to participate in emergency planning. They have responded to overwhelming public outcry against the opening cf these plants. We the people know when a gamble is worth the odds, and have decided that Shoreham is a bad' bet. Safe evacuation is indeed impossible.

President Reagan, in 1984, vowed that he and the Federal Government would never "impose its authority over the objections of state and local governments in matters regarding the adequacy of an emergency evacuation plan for a nuclear power plant." I and my fellow Americans expect Mr. Reagan to keep his word, and to stand by that pledge.
