1.0-PURPOSE

$k This~ procedure identifies the inspection and maintenance 1,y ~

requirements to be followed for all LN Technologies Corporation (LN) Type A,-Series II radioactive waste shipping casks.

This sprocedure ensures that all parts.and materials ~used in

' maintaining-the Type A casks conform to the requirements of the applicable U.S. Nuclear Regulatory Commission (NRC) Certificate of Compliance and that records documenting maintenance are -

. properly maintained.

2.0 APPLICABILITY This procedure is applicable to routine inspection and maintenance for all LN Type A, Series II shipping casks,.

(Cortificate of Compliance 9159, 9176, 9177, 9178, 9179).

Items specifically covered under this procedure include:

He is specifically tasked with-ensuring that all inspections and maintenance is performed in a timely manner, that all maintenance records are properly maintained and that maintenance information is distributed to registered cask users in a timely manner.

6.0 TOOLS AND MATERIALS 6.1 Table 1 provides a complete list of all items necessary to perform routine maintenance on LN Type A, Series II shipping casks.

All materials specified for a particular maintenance action should be available prior to starting the work.

6.2 Materials required for leak testing gaskets are specifically identified in LN Procedure No. WM-036, Reference 4.1.4.

7.0 PERIODIC INSPECTION AND MAINTENANCE 7.1 Inspections Prior to Use Each Type A cask shall be inspected to verify the integrity of the package and the adequacy of the tiedown mechanisms prior to over-the-road movement of the cask.

A complete list of items to be inspected is provided in Table 1.

Inspection of the lid gaskets should be limited to inspections of the lid (s) actually used during cask operation.

For example, if the secondary lid was removed to fill a preloaded disposable liner in the cask, the primary lid gasket need not be inspected unless site procedures require such inspection.

7.1.1 Inspect the primary lid gasket and seating surface prior to placement on the cask.

Gasket must be free of defects such as nicks, frays and cuts.

7.1.2 Inspect the secondary lid gasket and seating surface prior to placement in the primary lid.

The gasket must be free of defects such as nicks, frays and cuts.

. Inspect the secondary lid studs for wear caused by cross treading and over torquing.

Check-for freedom of movement and locking action.

7.1.6 Check ratchet binder handle storage straps for

dry-rot or breaks.

7.1.7_

Inspect primary lid guide marks.for fading or flaking paint.-

7.1.8 Inspect secondary lid alignment pins (pins are optional) for wear, cracks and breaks.

Pin should engage shield plug when installed in the primary lid.

7.1.9 Inspect cask to trailer tiedown cable assenblies prior to each shipment.

Inspect tiedown cables for broken or frayed wire, ratchet binders for security and trailer anchor points for cracks and other obvious defects.

7.2 Periodic Maintenance 7.2.1 Replace the primary lid gasket at a minimum of every twelve months.

7.2.2 Replace the secondary lid gasket at a minimum of every twelve months.

7.2.3 Conduct the soap bubble leak test per Reference 4.1.4.

8.0 MAINTENANCE PROCEDURES 8.1 Primary Lid Gasket Replacement 8.1.1 Remove the old flat gasket by hand or use metal scraper, using care to prevent damage to seating surfaces.

Discard old gasket material using proper radiological procedures.

8.1.2 Clean the entire gasket seating surfaces (both cask body and lid) by using a steal wire brush along with acetone as a cleaning solvent and lubricant.

8.1.3 Inspect all seating surfaces for foreign material or nicks which would prevent proper seating and sealing.

8.1.4 Inspec*. ti.9 new replacement gaskets for nicks, frays and cuts.

Discard unusable materials.

8.1.5 Fit gasket to cask body surface.

8.1.6 Place gasket adhesive on cask body in accordance with adhesive directions.

8.1.7 Press gasket into adhesive with hand pressure and allow time recommended on the adhesive directions for the adhesive to set up.

8.1.8 Make butt joints using adhesive between the two gasket surfaces.

Compress to fit.

See Figure 1 for recommended gasket joint method.

8.2 Secondary Lid Gasket Replacement 8.2.1 Remove the old flat gasket by hand or use metal scraper.

Use care to prevent damage to seating surfaces.

8.2.2 Clean entire gasket seating surfaces (both primary lid and secondary lid) by using a steel wire brush along with acetone as a cleaning solvent and lubricant.

8.2.3 Inspect all seating surfaces for foreign material or nicks which would prevent proper sealing.

8.2.4 Place adhesive on primary cask lid, press gasket in place and allow to set until adhesive is set.

8.2.5 Complete Attachment 3 and distribute in accordance with Section 9.0.

8.3 Secondary Lid Hold-Down Stud Replacement Secondary lid studs may be replaced and/c repaired in the following manner.

8.3.1 Heli-coil insert.

8.3.2 Increase depth of tap, drill and retap 1/4" using 3/4" 30UNC-2A stud of appropriate length.

8.4 Ratchet Binder Repair or Replacement 8.4.1 If the ratchet binder binds before the primary lid is tightly secure, then perform the following:

Extend ratchet binder far.enough to remove-ball lock' pin and threadless bolt.

b.

. Lean ratchet binder outward away from cask 1 and extend out to full length.

.Be careful not to spin lug ends totally out of binder.

c.

Clean old lubricant and contaminates from threads using a steel brush.

d.

Install new all purpose lubricant on threads and rotate binder ends all the way into the binder.

e.

Extend binder ends back outEto the-length necessary to reinstall the threadless bolt and ball lock pin, f..

Retighten down primary lid using ratchet binder.

8.4.2 If the above steps did not repair ratchet binder, then perform the following:

a.

Loosen binder enough to remove the ball lock pin and threadless bolt.

b.

Remove the cotter pin, nut and bolt on lower end of binder.

c.

-Remove the ratchet binder and ship to LN, Columbia, South Carolina for additional maintenance, d.

Install new ratchet binder on cask by installing bolt through lower end of binder.

e.

Reinstall nut on bolt and secure using a new cotter pin.

f.

Reconnect upper end of ratchet and tighten down in accordance with Reference 4.1.5.

Columbia, South Carolina office, c/o Transportation Supervisor.

9.2 Retain one copy for registered User's Cask Manual.

Compress to fit.

Extend ratchet binder far enough to remove ball lock pin and threadless bolt.

b.

Lean ratchet binder outward away from cask and extend out to full length.

Be careful not to spin lug ends totally out of binder.

c.

Clean old lubricant and conthminates from threads using a steel brush.

d.

Install new all purpose lubricant on thieads and rotate binder ends all the way into the binder.

e.

Extend binder ends back out to the length necessary to reinstall the threadless bolt and ball lock pin.

f.

Retighten down primary lid using ratchet binder.

8 4.2 If the above steps did not repair ratchet binder, then perform the following:

a.

Loosen binder enough to remove the ball lock pin and threadless bolt, b.

Remove the cotter pin, nut and bolt on lower end of binder, c.

Remove the ratchet binder and ship to LN, Columbia, South Carolina for additional maintenance, d.

Install new ratchet binder on cask by installing bolt through lower end of binder, e.

Reinstall nut on bolt and secure using a new cotter pin.

f.

Reconnect upper end of ratchet and tighten down in accordance with Reference 4.1.5.

3 of 11 1.0 PURPOSE This procedure. identifies the inspection and maintenance requirements to be followed for all LN Technologies Corporation (LN) Type A,-Series II radioactive waste shipping.cusks.

This procedure ensures.that all parts and materials used in maintaining the Type A casks conform to the requirements of the applicable U.S.

Nuclear Regulatory Commission (NRC) Certificate of Compliance and that records documenting maintenance are -

properly maintained.

2.0 APPLICABILITY This procedure is applicable to routine inspection and maintenance for all LN Type A, Series II. shipping casks, (Certificate-of Compliance 9159, 9176, 9177, 9178, '4179).

He is specifically tasked with ensuring that all inspections and maintenance is performed in a timely manner, that all maintenance records are properly maintained and that maintenance information is distributed to registered cask users in a timely manner.

6. O. TOOLS AND MATERIALS 6.1 Table 1 provides'a complete list of all items necessary to perform routine maintenance on LN Type A, Series II shipping casks.

All materials specified for a particular maintenance action should be available prior to starting the work.

6.2 Materials required for leak testing gaskets are specifically ident!fied in LN Procedure No. WM-036, Reference 4.1.4.

7.O PERIODIC INSPECTION AND MAINTENANCE 7.1 Inspections Erior to Use Each Type A cask shall be inspected to verify the integrity of the package and the adequacy of the tiedown mechanisms prior to over-the-road movement of the cask.

A complete list of items to be inspected is provided in lable 1.

Inspection of the lid gaskets should be limited to inspections of the lid (s) actually used during cask operation.

For example, if the secondary lid was removed to fill a preloaded disposable liner in the cask, the primary lid gasket need not be inspected unless site procedures require such inspection.

7.1.1 I.ispect tha primary lid gasket and seating surface prior to placement on the cask.

Gasket must be free of defects such as nicks, frays and cuts.

7.1.2 Inspect the secondary lid gasket and seating surface prior to placement in the primary lid.

The gasket must be free of defects such as nicks, frays and cuts.

7.1.3 Inspect the secondary lid studs for wear caused by cross treading and over torquing.

7.1.4 Inspect.the-secondary lid nuts for wear caused by cross treading and over torquing.-

E 7.1.5 Inspect the lid lockdown ratchet binders-prior to each shipment.. Check for freedom of movement and locking action.

7.1.6 Check ratchet. binder handle storage straps for

7.2.2 Replace the secondary lid gasket at'a minimum of every twelve months.

I 8.0 MAINTENANCE PROCEDURES 8.1 Primary Lid Gasket Replacement i-8.1.1 Remove the old flat gasket by hand'or use metal scraper, using care to prevent dama'ge to seating surfaces.

Discard old gasket material using proper radiological procedures.

8.1.2 Clean the entire gasket seating surfaces (both cask body and lic) by using a steel. wire brush along with acetone as a cleaning solvent and lubricant.

8.1.3 Inspect all seating surfaces for foreign material or nicks which would prevent proper seating and sealing.

8.1.4 Inspect the new replacement gaskets for nicks, frays and cuts.

Discard unusable materials.

-8.1.5 Fit gasket to cask body surface.

8.1.6 Place gasket adhesive on cask body in accordance with adhesive directions.

8.1.7 Press gasket into adhesive with hand pressure and allow time recommended on the adhesive directions for the adhesive to set up.

8.1.8 Make butt joints using adhesive between the two gasket surfaces.

Compress to fit.

See Figure 1 for recommended gasket joint method.

8.2 Secondary Lid Gasket Replacement 8.2.1 Remove the old flat gasket by hand or use metal scraper.

8.2.2 11ean entire gasket seating surfaces (both primary lid and secondary lid) by using a steel wire brush along with acetone as a cleaning solvent and lubricant.

8.2.3 Ins} ect all cealing surfaces for foreign material or nicks which would prevent proper sealing.

8.2.4 Place adhesive on primary cask lid, press gasket in place and allow to set until adhesive is set.

8.2.5 Complete Attachment 3 and distribute in accordance with Section 9.0.

8.3 Secondary Lid Hold-Down Stud Replacement Secondary lid studs may be replaced and/or rep. ired in the following manner.

.5.0 RESPONSIBILITIES The Transportation Supervisor is. designated as the Project-Manager for all cask' maintenance operations.

He is specifically tasked with ensuring that all inspections and maintenance l's performed in a timely manner, that all. maintenance records are properly maintained and that maintenance information is distributed to registered cask users in a timely manner.

6.0 TOOLS AND MATERIALS 6.1 Table 1 provides a complete 14.st of all items necessary to perform routine maintenance on LN Type A, Series II shipping casks.

All materials specified for a particular maintenance action.should be available prior to starting the work.

6.2 Materials required for leak testing gaskets are specifically identified in LN Procedure No. WM-036, Reference 4.1.4.

7.0 PERIODIC INSPECTION AND MAINTENANCE 7.1 Inspections Prior to Use Each Type A cask shall be inspected to verify the integrity

-of the package and the adequacy of the tiedown mechanisms prior to over-the-road movement of the cask.

A complete list of items to be inspected is provided in Table 1.

Inspection of the lid gaskets should be limited to inspections of the lid (s) actually used during cask operation.

For example, if the secondary lid was removed to fill a proloaded disposable liner in the cask, the primary lid gasket need not be inspected unless site procedures require such inspection.

7.1.1 Inspect the primary lid gasket and seating surface prior to placement on the cask.

Gasket must be free of defects such as nicks, frays and cuts.

7.1.2 Inspect the secondary lid gasket and seating surface prior to placement in the primary lid.

The gasket must be free of defects such as nicks, frays and cuts.

.B 5 of 11 7.1.3 Inspect the secondary lid studs for wear caused by cross treading and over torquing.

7.1.4 Inspect the secondary lid nuts for wear: caused by cross treading and over torquing.

7.1.5 Inspect the lid lockdown ratchet binders prior to each shipment.

Check for freedom of movement and locking action.

7.1.8 Inspect secondary lid alignment pins (pins are optional) for wear, cracks and breaks.

Pin should engage shield plug when installed in the primary lid.

7.1.9 Inspect cask to trailer tiedown cable assemblies prior to each shipment.

Inspect tiedown cables for broken or frayed wire, ratchet binders for security and trailer anchor points for cracks and other obvious defects.

7.2 Periodic Maintenance 7.2.1 Replace the primary lid gasket at a minimum of every twelve months.

7.2.2 Replace the secondary lid gasket at a minimum of every twelve months.

7.2.3 Conduct the soap bubble leak test per Reference 4.1.4.

8.0 MAINTENANCE PROCEDURES 8.1 Primary Lid Gasket Replacement 8.1.1 Remove the old flat gasket by hand or use metal scraper, using care to prevent damage to seating surfaces.

Discard old gasket material using proper radiological procedures.

8.1.2 Clean the entire gasket seating surfaces (both cask body and lid) by using a steel wire brush along with acetone as a cleaning solvent and lubricant.

8.1.3 Inspect all seating surfaces for foreign material or nicks which would prevent proper seating and sealing.

8.1.4 Inspect the new replacement gaskets for nicks, frays and cuts.

Discard unusable materials.

8.1.5 Fit gasket to cask body surface.

8.1.6 Place gasket adhesive on cask body in accordance with adhesive directions.

8.1.7 Press gasket into adhesive with hand pressure and allow time recommended on the adhesive directions for the adhesive to set up.

8.1.8 Make butt joints using adhesive between the two gasket surfaces.

Compress to fit.

See Figure 1 for recommended gasket joint method.

8.2 Secondary Lid Gasket Replacement 8.2.1 Remove the old flat gasket by hand or use metal scraper.

Use care to prevent damage to seating surfaces.

8.2.2 Clean entire gasket seating surfaces (both primary lid and secondary. lid) by using a steel wire brush along with acetone-as a cleaning solvent and lubricant.

8.2.3 Inspect all seating surfaces for foreign material or nicks which would prevent proper sealing.

8.2.4 Place adhesive on primary cask lid, press gasket in place and allow to set until adhesive is set.

8.2.5 Complete Attachment 3 and distribute in accordance with Section 9.0.

8.3 Secondary Lid Hold-Down Stud Reolacement Secondary lid studs may be replaced and/or repaired in the following manner.

8.3.1 Heli-coil insert.

I 8.3.2 Increase depth of tap, drill and retap 1/4" using 3/4" 10UllC-2A stud of appropriate length.

5025-M-2005, Sheet 2 of 2, Item 23 (Reference 4.1.6).

8.4 Ratchet Binder Repair or Replacement 8.4.1 If the ratchet binder binds before the primary lid is tightly secure, then perform the following:

Extend ratchet binder far enough to remove ball lock pin and threadless bolt.

b.

Lean ratchet binder outward away from cask and extend out to full length.

Be careful not to spin lug ends totally out of binder.

c.

Clean old lubricant and contaminates from threads using a steel brush.

d.

Install new all purpose lubricant on threads and rotate binder ends all the way into the

binder, e.

Extend binder ends back out to the length necessary to reinstall the threadless bolt and ball lock pin.

f.

Retighten down primary lid using ratchet binder.

8.4.2 If the above steps did not repair ratchet binder, then perform the following:

a.

Loosen binder enough to remove the ball lock pin and threadless bolt.

b.

Remove the cotter pin, nut and bolt on lower end of binder.

c.

Remove the ratchet binder and ship to LN, Columbia, South Carolina for additional maintenance.

d.

Install new ratchet binder on cask by installing bolt through lower end of binder.

e.

Reinstall nut on bolt and secure using a new cotter pin, f.

Reconnect upper end of ratchet and tighten down in accordance with Reference 4.1.5.
