Dear Mr. Stein:

A meeting was held between representatives of the DOE and NRC on March 18, 1988 in the NRC White Flint North Building in Rockville, Maryland. 'The purpose of the meeting was to discuss the January 20, 1988 DOE responses to NRC's comments on the DOE NV0-196-17 and NNWSI S0P-02-01 quality assurance documents.

The participants included representatives from NRC, 00E and its contracters, State of Nevada, Advisory Committee on Reactor Safeguards, Utility Nuclear Waste Management Group, and the Office of Congressman Bilbray (1st Nev). The attendees list is attached.

The DOE explained that the NRC had comments on Rev. 4 of.the NNWSI QA Plan (NV0-196-17) and NNWSI Procedure 50P-02-01, Rev 1.

Many of the DOE responses provided in the DOE letter dated January 20, 1988, are incorporated in Rev. 5 of NNSWI QA Plan, which was provided to NRC and the State of Nevada.

NRC has reviewed Rev. 5 but DOE has not yet requested NRC or State comments.

The DOE responses and the aspects of Rev. 5 that relate to the responses were discussed.

The major points that were raised during the meeting included discussions on the-way performance allocatior, is included in the QA program, design control, peer review, special processes, technical audits and records retention.

Based on the discussions at the meeting, DOE will reconsider its responses to NRC and consider either amending the responses or incorporating them into.

a revised QA program.
