The Commission requested the staff to address the safety significance of the licensee diverting a senior non-licensed Ng operator / maintenance personnel to man the phone and transmit gg8 plant status to NRC and thereby making that individual unavail-able to assist in returning the plant to safe shutdown i n W ons.
