• was briefed by the staff on the July 15, 1987, steam generator. tube rupture event at Virginia Power Company's North-Anna-Unit?1-Nuclear Power Station.

The Commission requested the staff to address the safety significance of the licensee diverting a senior non-licensed Ng operator / maintenance personnel to man the phone and transmit gg8 ' plant status to NRC and thereby making that individual unavail-able to assist in returning the plant to safe shutdown i n W ons. (SECY Suspense: 1/15/88) Tb Commission furthermore requested additional information on tne procedures which direct the operator to dec .ase reactor gg power as primary to secondary leakage increases. The staff should address the permissible period of continued plant A0 operation at degraded conditions and the associated safety significance.
