LaSalle County Station Units 1 and 2 Application for Amendment to Facility Operating Licenses NPF-ll and NPF-18 Appendix A, Technical Specifications NRC Docket Nos. 50-373 and 50-374 Gentlemen Pursuant to 10 CFR 50.90, Commonwealth Edison is hereby applying for an amendment to Facility Operating Licenses NPF-11 and NPF-18, Appendix A, Technical Specifications. The purpose of this amendment is to reduce the Onsite Nuclear Safety Group minimum staffing requirement from four engineers to three engineers. Commonwealth Edison plans to transfer one LaSalle engineer to Dresden Station to establish an Onsite Nuclear Safety Group at that station.
Attachment A contains the proposed change to Technical Specification 6.2.3.2.
Attachment B contains background information and justification for the proposed change. Additional information is contained in Attachment C regarding:
(1) the function of the Safety Engineering Support Group in the Nuclear Safety Department, (2) the independence of the Licensing and Plant Support Services Group from operations, and (3) how the Onsite Nuclear Safety Group uses data and reports generatored by other departments.
The proposed Technical Specification change has been reviewed and approved by both Onsite and Offsite review in accordance with Commonwealth Edison Company procedures. We have reviewed this amendment in accordance with 10 CFR 50.92(c) and determined that no significant hazards consideration exists. Our evaluation is documented in Attachment D.

This amendment request is the same as that granted for Byron Station on July 1, 1988. That approval resulted in the issuance of Amendment '9 to j
NPF-37 and NPF-66 on Docket Nos. 50-454 and 50-455.
