Dear Sir:

Win letter refers to the violation cited in the subject inspection reports which state:

"During the Nuclear Regulatory Cor.aission (NRC) inspection conducted on February 29 - March 4, 1988, a violation of NRC requirements was identified.

In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CrR Part 2, Appendix C (1987), the violation is listed below:

10 CrR 50.54(q) requires that nuclear power reactor licensees follow and maintain in effect Emergency Plans which meet the requirements of 10 CrR 50, Appendix E and the planning standards of 10 CrR 50.47(b).

10 CrR 50.47(b)(15) requires that radiological emergency response training be provided to those who might be called upon to assist in an emergency.

10 CTR 50, Appendix E,Section IV.T requires that specialized initial and periodic retraining be provided for nine categories of emergency personnel.

Section VIII.B.1 of the rarley Emergency Plan states that annual retraining will be provided to seven categories of onsite emergency personnel.

Included in the categories of annual retraining are comunications personnel responsible for the transmission of emercency information and instructions. Additional training requirements are found in the Plant Administrative Procedure

Nuclear Regulatory Commission April 4, 1988 Page 2 contrary to the above, during the calendar year 1987, personnel designated as operations shift Aide who may be appointed by the interim Emergency Director (Shif t Supervisor) to make initial notifications to the States and/or local authorities from the Control Room, did not receive the required annual retraining for communications personnel.

This is a Severity Level IV violation (Supplement VIII)."

Admission or Denial The above violation occurred as described in the subject reports.

Reason for Violation This violation was caused by procedural inadequacy in that all the people who need emergency plan training had not been defined.

Corrective Action Taken and Results Achieved Training will be implemented for the Shift Aide position covering initial and followup notification per mP-0-EIP-26, "Offsite Notification".

Corrective Steps To Avoid Further Violations An assessment will be made to ensure that training is defined for all personnel with responsibilities under the RF Emergency Plan.
