Dear President ReeGan:

You must not allow the Nuclear Regulatory Canaiscion to adopt less stringent emergency evacuation requirements at nuclear reactors.

State and local officials have not been merely capricious in refusing to

participate in emer6ency plann[ng. They have responded to overdelming public

{ outcry against the opening of these plants. We the people know when a gamble l'

is worth the odds, and have decided that Shoreham is a bad bet. Safe evacuation is indeed impossible.

i Hr. President, in 1984 you vowed that the Federal Government would never "impose its authority over the objections of state and local governments in matters regarding the adequacy of an emergency evacuation plan for a nuclear power plant." I and my fellow An.aricans expect you to keep your word, and to stand by that pledge.
