ENCLOSURE I NOTICE OF VIOLATION-Georgia Power Company Docket No. 50-425 Vogtle Unit 2 License No. CPPR-109 During the Nuclear Regulatory Commission (NRC) inspection conducted on February 22-25, 1988, a violation of NRC requirements was identified.
In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1987), the violation is listed below:
10 Cht 50, Appendix B, Criterion V, Instructions, Procedures, and Drawings, as supplemented by Vogtle FSAR, Chapter 17 requires that activities affecting quality shall be prescribed by documented instructions, proceciures, or drawings of a type appropriate to the circumstances and shall be accomplished in accordance with these ir.struction, procedures, or drawings.
Construction Specification No X3AR01, Section Eb states, "No pipes, ventilation ducts, or other non-electrical material or equipment shall be permanently attached to or supported by the cable trays or the tray support system, unless otherwise approved by Engineering,"
Contrary to the above, on February 25, 1988. the inspector identified three cable tray supports which had fire equipment supports welded on them without a Field Change Request (FCR) being issued which would permit the weld attachment to be made.
This Is a Severity Level IV violation (Supplement II).
r Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby required to submit a written statement or explanation to the Nuclear Regulatory Comi:sion, ATTN: Document Control Desk, Washington, DC 20555, with a copy to the Regional Administrator, Region II, and a copy to the NRC Resident Inspector, Vogtle Unit 2, within 30 d6ys of the date of the letter transmittir.g this dotice.
This reply should be clearly marked as a "Reply to a Notice of Violation" and should include [for each violation]:
(1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.
Where good cause is shown, consideration will be given to extending the response time.
