This letter addresses the finding noted in Inspection Report No. 70-1201/88-01.

The inspection was conducted by Mr. T. R.

Collins on February 1-3, 1988.

During the course of the inspection, one item of noncompliance was identified.

VIOLATION:

10 CFR 20.105 (b) (2) requires that no licensee possess, use or transfer licensed material in such a manner as to create in any unrestricted area from radioactive material and other sources of radiation in his possession radiation levels which, if an individual were centinuously present in the area, could result in his receiving a dose in excess of 100 millirems in any seven consecutive days.

Contrary to the above, during the period of December 3-9, 1987, and January 29-February 3, 1988, radiation levels at the unrestricted area fence in the vicinity of Building ECHO-330 were 1.0 and 0.7 millirems per hour respectively and if an individual were continuously present in the area, a dose in excess of 100 millirems could have been received.

RESPONSE

Reason for the Violation The storage location of contaminated equipment within the ECHO-330 building was critical, to. ensure radiation intensity at the restricted area boundary was within regulatory limits. ~ Administrative controls were imposed limiting storage of the equipment to the north side (the side away from the fence) of the building.

Dosimeters (TLD) were posted at the restricted area boundary and direct surveys conducted weekly to monitor the radiation levels.

On two (2) occasions, due to storage of equipment along the south wall of the building, direct surveys of the restricted area boundary indicated radiation levels that, should an individual be in the area for a period of 7 consecutive days he could receive a dose in excess of 100 mi?.lirems.

However, dosimeter (TLD) results covering these periods show that an individual present in the area for a period of 7 consecutive days would not have received a dose in excess of 100 millirems (Reference Table 1).

It was unfortunate Mr. Collins' review during the time of the audit, did not include these data.

Corrective Steps and Results On February 3, 1988, a physical barrier (fence) was installed to increase the distance of the restricted area boundary from the ECHO-330 building.

This will ensure radiation levels will remain below regulatory limits, regardless of the storage location of equipment within the ECHO-330 building.
