Dear Mr. Rouse:
The Vallecitos Nuclear Center (VNC) has in its possession 7.18 kg of uranium nominally enriched to 4% (6.82 kg), 8% (0.09 kg), ard 10% (0.27 kg). As this material is not needed at VNC, we plan to add depleted uranium to the material to reduce the enrichment to 3.95% and ship the uranium to GE's Wilmington, NC, facility.
License Condition 7.2.4 provides for "recovery and recycling of waste or nonspecification material". VNC interprets this to cover the work described above. We would appreciate your confirmation of this interpretation.
