As a resident of Cape Cod, Massachusetts, near the Pilrrim nuclear energy plant, I would ,

like to regis ter my protest against the NFC stuff proposal to permit such plants to operate without any state or ..ocal government participation in emergency plar.ning.

This proposal would seem to double the 9

potential danger to persons living in the zone of possible contamination from a rediatloc, accident. We on Cape Cod would be in particu2a r terribly vulnerable to the effects of such an accident, since we literally have no place to co except into the sea. To be deprived of the organized and coordina+.ed assistance of our local and state authorities, on whom we depend in Pil other ederfencies, Would remove from us whatever slender chance of survival we might otherwise have.

The Pilgrim plant should remain closed.
