PILGRIM STATUS REPORT FOR THE PERIOD JUNE '.E - ;.LY 1,1988 Enclosed is the Pilgrim bi-weekly status report from the N;C lusicent Office at Pilgrim. Three resident inspectors monitored activities at the giant during the report period. In addition, two region-based specialist inspi:: ors were onsite during the week of June 20 and 27,1988, to review 1icensee :arrective actions on previous electrical team inspection findings. On June M ,1988, a publicly held management rr.eeting was conducted at the NRC kglanal Office in King of Prussia, Pennsylvania, to discuss the licensee's response to the NRC Maintenance Team Inspection, as well as the licensee's folloup of their self-assessment of readiness for restart.

The Pilgrim hi-weekly status report is intended to provide MC nanagement and the public with an overview of plant activities and NRC insmtion activities.

e ,e ENCLOSUR_E PILGRIM STATUS REPORT FOR THE PERIOD JUNE 18 - JULY 1, 1988 1.0 Plant Sta us As of.8:00 a.m., on June 17, 1988, the reactor was in cold shutdown mode with moderator temperature about 93 degrees Fahrenheit.

2.0 Facility Operations Summary The- plant has been shutdown for maintenance and to make program improve-

.nents since April 12, 1986. The reactor core was completely defueled on February 13, 1987 to facilitate extensive maintenance and modification of plant equipment. The licensee completed fuel reload on October 14, 1987.

Reinstallation of the reactor vessel internal components and the vessel head was followed by completion of the reactor vessel hydrostatic test.

The primary containment integrated leak rate test was also completed dur-ing the week of Dece#er 21, 1987. During this period, the licensee per-formed routine maintenance and surveillance tests including the local leak rate testing of selected containment isolation valves.

3.0 Items of Special Interes+

Management Meeting On June 27, 1988, a publicly held management meeting was conducted at the NRC office in King of Prussia, Pennsylvania, to discuss the licensee's response to the NRC Maintenance leam Inspection and their actions in followup of their self-assessment of restart readiness. At that meeting, the licensee requested commencement of a comprchensive NRC Integrated Assessment . Team Inspection (IATI). The meeting was attended by the senior licensee representatives and NRC management. Mr. Peter Agnes, Assistant Secretary of Public Safety, Commonwealth of Massachusetts, Mr. Jeffrey Hausner, Director, Nuclear Safety Emergency Preparedness Pro-gram, and Mr. George Dean, Assistant Attorney General, of Commonwealth of Ma sachusetts were also in attendance. ,

Recent NRC Inspection Results.

On July 1,1988, NRC Region I issued inspection report 50-293/88-12, documenting the results of a routine inspection conducted on April 19 -

May 31, 1988, by the resident inspectors. Improved conduct of operations in the control room and the licensee management's recent strong actions to resolve maintenance program weaknesses were considered as a licensee strength. The report identified a case of inadequate licensee response to a previous violation concerning failure to perform periodic testing of safety-related-DC circuit breakers. The licensee's revised response and corrective actions will be reviewed by the NRC inspectors in a future inspection.

Enclosure 2 NRC Region I -Inspection Report 50-293/88-22 was issued on June 24, 1988, documenting the results of -a routine radiation protection inspection con- l

-ducted on May 23-26,.1988,-by two region-based specialist inspectors. The major decontamination effort of the station to -levels ' allowing access to many plant' areas in street clothes was considered a strength. A number of other observations during the inspection indicated improving perform-ance in the area of radiation safety, however,- the need for additional management attention to certain program areas was identified.

NRC Assessment' Panel Meeting On June 30, 1988, members of NRC management from Region I and NRR met onsite and discussed inspection plans with the NRC resident staff. The NRC Assessment Panel meets periodically to coordinate preplanning and execution of NRC inspection and licensing activities related to Pilgrim.

The Panel is chaired by Mr. Samuel J. Collins, Deputy Director, Division -

of Reactor Projects, NRC Region I.

4.0 Emergency Notification System (ENS) Report During this period, the licensee made the following report to the NRC pursuant to 10 CFR 50.72:

On June 26, 1988, the licensee informed the NRC Headquarters Duty Office via a commercial telephone line about the. inoperable ENS. The ENS is a dedicated telephone system between the station control room and the NRC-Headquarters Duty Officer. The ENS was returned to service on June 27, 1988.

On July 1,1988, in accordance with 10 CFR 50.72(b)(2)(vi), the licensee informed the NRC of a planned press release by the licensee regarding a recently released study by the Commonwealth of Massachusetts Department of Public Health.
