The subject NRC Bulletin (NRCB) 88-05, "Nonconforming Material Supplied i
by Piping
- Supplies, Inc.
at
- Folsom, New Jersey and Hest Jersey Manufacturing Company at Hilliamstown, New Jersey", dated May 6,1988, requested that Georgia Power Company (GPC) submit information regarding materials supplied by. Piping Supplies, Inc.
(PSI) and Hest Jersey Hanufacturing Company (HJM) that either provides assurance that all received materials comply with the ASME Code Section III, ASTH, and applicable procurement specification requirements, or demonstrates that such materials are suitable for the intended service.
It further stated that the licensee should document and maintain for inspection a basis for continued plant operation if the program stated above had not been completed within 120 days of the date of receipt of the subject NRCB.
The Bulletin was received by GPC on May 11, 1988, and Plant Vogtle began an extensive program, including a document search of existing procurement
- records, to identify material from PSI or HJM.
Approximately 230 safety-related fitting and flanges had been identified when NRCB 88-05 Supplement I was issued on June 15, 1988.
The issuance of Supplement I to the NRCB narrowed the scope of review from ASME and ASTM "materials" to fittings and flanges.
It also instructed the affected licensees to promptly commence appropriate testing of accessible flanges and fittings to identify conformance of materials to ASME and ASTM materials specifications on an accelerated schedule.

Plant Vogtle has developed an aggressive, manageable test program and plans to test the appro::imately 230
-items noted above within the 30 day time period specified in the Supplement.
However, the preliminary results of our identification program indicate that more than 1200 additional items may be identified during July of this year.
The magnitude of testing and evaluating of -these additional items makes the achievement of the schedule described in Supplement i extremely difficult and doubtful.-
To date, Plant Vogtle has been able to sustain an average test rate of 35 to 40 items per day.
GPC will continue to test on this accelerated schedule and will provide additional details, including the plan for addressing the non-safety-related items, in the 120 day report.
