Enclosure Commonwealth Edison Company Response to Inspection Report 454/88-002 and 455/88-002 j

Violation 1 (454/88-002-02) 1 j

10 CFR 50.49 requires that each licensee establish a program to maintain the environmental qualification of safety related (class 1-E) electrical equipment which mitigates the consequences of an accident.

The Byron Safety Related Component List specifies that level transmitter ILT-0932 is a class 1-E component and requires qualification for a harsh environment. Level transmitter ILT-0932 is a Barton Transmitter, Model 752, and is utilized by control room operators during a safety injection to mitigate a loss of coolant accident.

Equipment Qualification Binder number ESE-4A requires that a Barton Transmitter, Model 752, have its zero and span adjusting screw protectivo covers installed to be environmentally qualified.

l Contrary to the above, on January 28, 1988, the zero and span adjusting screw protective covers for refueling water storage tank level transmitter ILT-0932 were not installed.

Corrective Action Taken and Results Achieved The Instrument Maintenance Department recalibrated ILT-0932 and verified that the EQ requirements were met per BIS 3.3.6-200, Revision 5, and re-installed the zero and span covers.

This was completed on 01-28-88.

Corrective Action to be Taken to Avoid Further Violation i

i Although the procedure implicitly directs the covers to be J

re-installed, the applicable procedures for all EQ related Barton 752 instruments used in a harsh environment (both Unit 1 and Unit 2) will be revised to include a step that references the replacement of the covers that have been removed.

Date k? hen Full Compliance Will be Achieved i

j procedures will be revised by 09-01-88.

This will ensure that the i

revised procedures will be available prior to the next refueling outage.
