(the Comission) has issued Amendment No.19 to Facility Operating Licenso No. DPR-3 issued to Yankee Atomic Electric Company which revised .

Technical Specifications for operation of the Yankee Nuc1 car Power [li. . j Station located in Rowe, Massachusetts. The amendment is effective as of its date of issuanco.

This anendment revises the provisions in the Technical  :

q Specifications to replace the existin;: prilr.ary vent stack monitoring systen with an improved airborno radioactivity sampling and nonitoring systca.

The application for the amendnent cenplies with the standards and requirements of the Atomic Energy Act of 1954, as anended (the Act),

cnd the Con ~.irsion's rules and regulations. The Connission has made ajpropriate findings as required by the Act and the Connission's ruics rutd regulations in 10 CFR Chapter I, which are set forth in the license anendecnt. Prior public notice of this amendacnt is not required since ,

the amendment does not involve a significant hazards consideration.

q BASIS FOR DECISION: Section 215 in the Final Hazards Summary Report which describes . . .

the main plant stack radiation monitoring' system is incorporated in the =l facility Tech Specs. Yankee's. proposal involves replacement of descriptive pages in the Tech Specs to reflect the installation of an improved main

' plant stack radiation monitoring system. The modification involves the .

replacement of the existing system which has a limited capability for monitoring noble gas activity in airborne effluents with a state-of-the-art system, using isokinetic sample probes, capable of monitoring noble gas activity, particulate activity and radioiodines in airborne effluents. The modification will provide a significantly improved capability for detecting activity in airborne effluents and does not involve an unreviewed safety ~

question. For the above reasons, the proposed change (replacement of descriptive pages in the Tech Specs) does not involve a significant hazards consideration. ~

It should be noted that the plant. stack radiation monitoring system is used .

to provide information on activity in r,outine releases of airborne effluents [3 to control these releases below limits in the Tech Specs. This system does j not involve any accident considerations. .'
