Based on the information submitted by this application and letters, as specifically referenced in the enclosed Certificate of Registration No. NR-531-0-101-S, we have concluded that the model WE2001 irradiator design is acceptable for specific licensing purposes in accordance with conditions specified in this certificate.
You are reminded that this Certificate of Registration does not authorize possession and distribution of the device.

Self-Shielded Irradiator DESCRIPTION:
This device is designed to irradiate Panasonic thermoluminescent dosimeters (TLDs).
An operator can load a maximum of 50 TLDs in a magazine, and he can load a maximum of 10 magazines into the device, The magazines are stacked on an elevator that is in a separate chamber from the location of the cesium-137 source. A preset irradiation time is then entered into the device.
The device automatically moves one TLD at a time near the cesiun-117 3oure.e for i rradiation. Guide tubes are large enough to prevent the operator from getting any part of his body, including fingers, near the source.
When all of the TLDs have been irradiated, the operator removes the magazines from the elevator.
The device is a cabinet that is apnroximatel,v 125 cm wide, 90 cm tall, and 50 cm deep (See Attachment 1).
The cabinet is on casters but is too heavy to be considered portable.
It is intened to be used in a fixed location.
The cabinet is divided into two chambers.
One chamber contains the elevator that can hold a maximum of 10 magazines, and the other chamber contains the cesium-137 larger than the cross-sectional dimensions of a magazine (about 7 cm by 3 cm) source. A bulkhead separates the two chambers. A hole in the bulkhead is sli to permit the movement of one magazine at a time from the elevator chamber to the irradiation chamber.
Access doors t'o the two chambers are keyed separately. An operator must open and close the access door to the elevator chamber each time TLDs are loaded and unloaded, but there is no reason for the operator to unlock the door to the irradiation chamber during routine use of the irradiator.
The source housing does not move during use.
Instead, three stepping motors are used; one motor moves the elevator up and down, one motor moves a magazine in and out of the irradiation chamber, and one motor moves a TLD in and out of the magazine for irradiation (See Attachment 2).
The cesium-137 source is in a lead shield, which is a circular cylinder that is 16 cm in diameter and 20 cm high (See Attachment 1).

Panasonic Industrial Co. reports that a label will be placed on the outside of the cabinet that contains the name of the manufacturer, model number, serial number, the activity of cesium-137, the standard radiation symbol, and the words CAUTION-RADIOACTIVE MATERIAL.

CONDITIONS OF NORMAL USE:
The purpose of this device is to irradiate Panasonic TLDs to gamma rays from cesium-137.
Since the device will only acconmodate 3pecial magazines that contain Panasonic TLDs, it is not possible to use the device to irradiate other brands of TLDs, or to irradiate anything other than Panasonic TLDs without alterations.
The environmental conditions in which the device will be used are expected to be typical of those found in a TLD processing laboratory.
It is expected that the laboratory air will be cool, clean, and at low humidity.
No excessive vibrations or i
other environmental stresses are anticipated.
The devices will be used by processors of personnel dosimetry;that use Panasonic TLDs.
PROTOTYPE TESTING:
The WE 2001 Series self-shielded irradiator has been in use in Europe for several years.
There has also been 9 units in use in the United States in nuclear power plants and on a custom basis for over a year with no reported incidents of failure.
l The Amersham Model CDC.711M sealed source has been tested in accordance with ISO /0lN l
2919 standards (international equivalent of ANSI-N542-1977 and achieved the classification of C64444.

Self-Shielded Irradiator EXTERNAL RADIATION LEVELS:
Panasonic Industrial Co reports the measured external radiation levels for a 2 curie cesium-137 source to be 0.1 mr/hr at outside of cabinet, 0.2 mr/hr at mouth of magazine tunnel and 0.4 mr/hr at outside of lead shield.
QUALITY ASSURANCE AND CONTROL:
Williston Elin has an acceptable quality control program that consists of procedures to check individual components, and assembly of the device.
Further a functional test is performed on the device prior to shipment.
LIMITATIONS AND/0R OTHER CONSIDERATIONS OF USE:
The devices shall be distributed only to persons specifically licensed by the NRC or an Agreement State.
The device shall be leak tested at 6 month intervals using techniques capable of detecting 0.005 microcurie of cemovable contamination.
Handling, storage, use, transfer and disposal:
To be determined by the licensing authority.
This registration sheet and the information contained within the references shall not be changed without the written consent of the NRC.

Self-Shielded Irradiator SAFETY ANALYSIS SUFFARY:
Based on our review of the information and test dated cited below, that the device has been in use in tarope for several years, and in the United States in nuclear power plants and on a custom basis for over a year, we conclude that the Model WE2001 Series device is acceptable for licensing purposes. Furthennore, we conclude that the Model WE2001 Series device would be expected to.r.aintain its integrity for nonnal and accidental conditions of use which might occur during uses specified in this certificate.
