REVIEW 0F JUSTIFICATION'FOR APPLICATION OF SUPPLEMENTAL STANDARDS AT VICINITY PROPERTY GJ-05765-MR

Background

By submittal dated January 28, 1988, the Department of Energy (D0E) supplied the final Radiological and Engineering Assessment (REA) which requested the application of supplemental standards on the contaminated area for vicinity property JJ-05765-MR.

Discussion Vicinity property GJ-05765-MR contains eight areas that have residual radioactive contamination. Areas B and G are exterior tailings deposits and are scheduled to be removed and the cover material replaced. Areas C and H involve city utility lines and supplemental standards are recommended.

The residual radioac?ive tailings are located at the city water line buried at a depth of approximately 78 inches. The line runs on the west side beneath the city sidewalk and driveway. This water line runs under i First Street and through an easement on the Vicinity Property (Areas C l and H). Removal of the tailings below the top 30" would require possible '

closure of First Street due to the depth of the excavation and the risk l of a possible cave-in of tne trench walls due to the instability of the l tailings. The areas where supplemental standards are to be applied are 1 0FC :  :  :  :  :  :  :

Exposure rates in these areas average 30 uR/hr with the background level at 15 uR/hr.

The land use is not anticipated to change in the future, thus the benefit of removing the contamination to depths greater than 30" is minimal and the residual radioactive tailings would not pose a significant health hazard.

The cost estimate to perform remedial action on this property with supplemental standards applied is estimated at $9,410. The cost estimate without application of supplemental standard., is approximately $12,071.

This cost is excessive relative to the potential health benefits associated with the removal of residual radioactive material buried at depth. In addition, the general public would not si..:ad more than a couple minutes in that area per day.

Conclusion Based on my review of the subject REA, associated letters and in accordance with criteria "d" of 40 CFR 192.21 and the NRC's "Guidelines for Justifying the use of Supplemental Standards, in 40 CFR Part 192",

dated July 3, 1986, DOE satisfied the criteria deemed necessary to apply supplemental standards. I recommend that concurrence be granted for the application of supplemental standards for the property designated as GJ-05765-MR.
