SAFFTY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO.130 TO DPR-65 NORTHEAST NUCLEAR ENERGY COMPANY, ET AL.

MILLSTONE NUCLEAR POWER STATION, UNIT NO. ?

DOCKET NO. 50-336 INTRODUCTION Py application for license amendment dated April 25, 1988, Northeast Nuclear Energy Company, et al. (the licensee), requested a change to Technical Specifications (TS) 3 t. 4, "Pressurizer," for Millstone Unit 2.

The proposed change to the TS would require that the 130KW of operable pressurizer heaters be, "... capable of being supplied by emergency power."

DISCUSSION AND EVAlllATION The reouirement in TS 3.4.4 that 130KW of pressurizer heaters. capable of being supplied by emergency power, be operable, had previously been incorporated in the Millnone Unit 2 TS.

In the course of issuing License Amendment No. 97 on August 24, 1984, the words "... capable of being supplied by emergency power" wcre inadvertently deleted. The proposed change to the TS would correct the error introduced with issuance of License Amendment No. 97.

Correction of the error associated with TS 3.4.4 has no other effect on the TS or opeeration of Millstone Unit 2.

Accordingly, the proposed change to the TS is ac!eptable.

ENVI JMENTAL CONSIDERATION l

This arendment is administrative in nature. Accordingly, the amendment meets j

the eligibilit criteria for categorical exclusion set forth in 10 CFR 151.22(y)(10).

Pursuant to 10 CFR 651.22(b), no environmental impact c

CONCLUSION Wa have concluded, based on the considerations discussed above, that (1) there is reasoneble assurarce that the health and safety of the public.

will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations, and the issuance of the amendment will not be inimical to the coninon defense and security or to the health and safety of the public.
