Dear Mr. Arthur:

The Uranium Recovery Field Office (URFO) has completed its review of the ,

Remedial Action Inspection Plan (RAIP) for Tuba City dated June 10, 1987. '

The following sections of the Tuba City RAIP 'ated June 10, 1987, are not in agreement with our "Staff Technical Posi o n (STP) on Testing and Inspection Plans during Construction of DOE's Remedial Action at Inactive Uranium Mill Tailings Sites."

6.1.2 RAIP requires one oven dried moisture determination for every ten gauge or Speedy moistures.

STP requires one oven dried moisture determination for every  !

10th gauge or Speedy moisture AND one oven dried moisture  ;

determination for every gauge or Speedy moisture for the radon -

cover and contaminated materials.

STP also addresses the need for more frequent calibration of i the Speedy moistures if the instrument is consistently in i error.  ;

6.1. 4 RAIP requires that one density curve be determined for each 10,000 yd3 of random fill and 15,000 yd3 of non-random fill i (results in one curve per 30 field density tests on the radon cover and one test per 10 to 15 field density tests on other  ;

materials).

F WM-73/TT0/88/03/21/0 g 221988 STP requires that one density curve is performed for every 10 to 15 field density tests.

6.2.1 RAIP requires that the radon cover material be tested for gradation conformance once daily and at changes in material type.

STP requires that all material except for contaminated material meet these requirements.

Additionally, the RAIP fails to mention the STP requirement that a standard count be taken at each test location prior to the use of the gauge. Also, as the current specifications call for the radon barrier material to be classified as SC or SM materials, no provisions are included in the RAIP for Atterberg limit testing.
