DPR-42 50-306 DPR-60 License Amendment Request Dated July 5,1988 Best Estimate LOCA Analysis Attached is a request for a change to the Technical Specifications, Appendix A of the Operating Licenses, for the Prairie Island Nuclear Generating Plant. This request is submitted in accordance with the provisions of 10 CFR Part 50, Section 50.90. A check is attached in the amount of $150.00 in accordance with the requirements of 10 CFR Part 170 for the amendment applicatien fee.

This License Amendment Request proposes changes to peaking factors in accordance with the upper plenum injection (UPI) Best Estimate LOCA Program. This program began in 1985 and has been developed to resolve NRC Staff concerns with the modeled location of the low head ECCS inj ec tion paths . The model developed by the UPI Best Estimate LOCA Program has the low head ECCS water being injected into the upper plenum of the reactor vessel reflecting the actual design of the two-loop Westinghouse reactors installed in Prairie Island Units 1 and 2.

The approval of this UPI Best Estimate LOCA Progra} is needed to sup-port operation of Unit 1 Cycle 13. Inis progran: has been submitted to the NRC Staff by Westinghouse Electric Corporatio and is referenced in Exhibit D. Unit 1 Cycle 13 is scheduled to be in on September 28, 1988.
