JUL 0 81990 MEMORAl4DUM FOR:

Events Assessment Branch, NRR FROM:

Nick Fields, Events Assessment Branch, NRR

SUBJECT:

WESTINGHOUSE COMMENTS ON PROPOSED flRR INFORMATION NOTICE, "FAILURE OF CIRCUIT BREAKER FOLLOWING INSTALLATION OF AMPTECTOR DIRECT TRIP ATTACHMENT" By telephone call on June 10, 1988, Mr. D. Miller of Westinghouse (W) provided cocsents on the flRR information notice (IN) related to the W "Amptector" direct

~

trip attachment. His comments were as follows:

1)

Westinghouse has prepared a technical bulletin which will be issued following required in-house concurrences.

2)

The statement in the IN notice which identifies a 1/32 inch minimum clearance bet *:een the actuating arm and the trip bar should also include a "saaximum" allowable clearance. He suggested that a maximum clearance of 1/16 of an inch be included.

3)

The "Amptector" component is referred to by W as a "direct trip attachment" rather than an "overcurrent trip attachment" as stated in the Information Notice.

4)

The W model "08-100" should also be included as a breaker which is potentially impacted by this IN.

5)

Rancho Seco should ie removed from the listing of plants known to have the "Amptector" mod in place and San Onofre should be included.

6)

"Amptector" direct trip attachments are f actory installed on W type DS breakers and therefore should have anpropirate clearance. OnTy if field modifications have been made, would there be a need to check for appropirate clearance.

Comments 2 through 5 enhance the accuracy of the IN and do not adveresly alter its intent, theretcre, they have been incorporated.
