Chlorine Detection System The purpose of this letter is to clarify several statenants made in the NRC's Safety Evaluation Report (SER) attached to Amendment No.136, dated January 14, 1988.

The clarifications are described below:

SER Page 2, fourth paragraph item (1), states that the 5 ppm level is specified in the licensee's Preventative Maintenance Procedure PM-IC-145.

The 5 ppm level is not specified in Preventative Maintenance Procedure PM-IC-145.

The purpose of this procedure is to perform a probe response check only. A known concentration is applied during each refueling period calibration surveillance (Surveillance Procedure No. 1302-3.10) in accordance with the subject Technical Specification Amendrnent (TMI-1 Technical Specification Table 4.1-1), to calibrate detector alarm and actuation setpoints.

SER Page 3, item (6), states calibration requires the equipment to be renoved and sent to an offsite laboratory for standardized testing with 1

known gas concentrations. This statement needs clarification in that calibration is done on-site. Justification for performing chlorine atector calibration on a refueling period interval is provided in GPUN letter (5211-87-2192) dated December 23, 1987.

This section of the SER also states that the weekly preventative maintenance test is done at a specified 5 ppm level.

This statement needs clarification as described in Item 1 above.

SER Page 3, item (6), implies that the weekly test specified in the proposed Technical Specification Table 4.1-1, Item 53 is the Preventative Maintenance Procedure PM-IC-145 test.

The weekly test defined in the proposed Technical Specification and as described in GPUN's letter (5211 87-2192) dated December 23, 1987, is a weekly channel check for the detector alarm and trip set points, and is perforned in accordance with the definition for instrument channel checks stated in THI-l Technical Specification Sections 1.5.3 and 4.1.

The preventative maintenance procedure referred to is perforned independent of the weekly Technical Specification channel check, and is not intended to satisfy any of the Technical Specification surveillance requirenents.

SER Page 3, next to last paragraph, states that weekly tests demonstrate the detector response is adequate.

This statement f rplies that the preventative maintenance procedure referred to is the basis for determining acceptable detector response. As stated in item 1 above, the purpose cf this procedure is to perform a probe responsa check only.

Adequate detector response is assured by the Technical Specification surveillance requirements. The preventative maintenance procedure is performed independent of the weekly Technical Specification channel check, and is not intended to satisfy any of the Technical Specification surveillance requirerents.

We trust that our previous letter (5211-87-2192) dated December 23, 1987 and the NRC's SER dated January 14, 1988 with the above noted clarifications support issuance of Anendment No.136, and that no further action is required.
