SECONDARY HATER CHEMISTRY ANNUAL EVALUATION i
Fuel loading began in January, 1987, and initial criticality was achieved in March, 1987. Commercial operation began on May 31, 1987.
A problem with Total Organic Carbon -(TOC)-in the secondary water was i
detected during the plant's. hot functional test.
A cleanup effort was initiated during the subsequent startup testing to address this problem.
Cation conductivity trended close to the limit of 0.8 micron,hos/cm during the startup test period.
Other contaminants (i.e.,
- sodium, sulfates, and chlorides) were below the action levels during this startup testing period with few exceptions.
The chemical cleaning and preconditioning on the secondary system prior to the Hot Functional Test are believed to be responsible for the contaminant levels being lower than those experienced by other recent NTOL plants.
Several excursions above 0.8 micromhos/cm occurred during the year.
These excursions occurred primarily due to main condenser tube leaks or the isolation of the steam generator blowdown system during calorimetric testing.
The main condenser circulating water tube leaks were identified and repaired in a timely manner.
Engineering analysis determined that the probable cause for the condense; tube leaks was excessive tube vibration in the condenser due to high steam velocities which were the result of excessive condenser vacuum.
Adjustments were made to the air ejectors to reduce the vacuum in the condenser (and thereby reduce the tube vibration) in November, 1987.
Primary-to-secondary leaks were not detected during the reporting period.
Since commercial operation, the secondary water chemistry has continued to improve in general.

In accordance with Plant Vogtle Final Safety Analysis Report section 10.3.5, enclosed is the Secondary Side Hater Chemistry Report for 1987.
The enclosed report is provided as an addenda to the Technical Specifications-required Annual Report which was submitted to the NRC by our letter SL-4133 dated February 29, 1988.
The Secondary Side Hater Chemistry Report, while not a Technical Specifications requirement, should have been submitted as part of the Annual Report in order to conform with Branch Technical Position MTEB 5-3, "Monitoring of Secondary Side Hater Chemistry in PHR Steam Generation," Position 3.C.
He regret this oversight.
Six copies of the Secondary Side Hater Chem ^stry Report for 1987 are enclosed for your use.
Two copies of the subject report are being provided to the NRC Region II office.
