GENERAL ELECTRIC COMPANY )

) Operating License (Vallecitos Nuclear Center - ) No. TR-1 General' Electric Test Reactor) ) .(Show Cause)

LICENSEE'S ANSWERS TO INTERVENOR'S AUGUST 3, 1978 INTERROGATORIES General' Electric (GE) hereby. responds to.. Inter-ivenor Congressman Dellums' interrogatories , dated August 3,

./*

1978 :as follows:

1. The heat generation rate following such a postulated accident is discussed in detail in the Safety Analysis Re' port (NEDO 12622) at pages 9-84:through 9-93.
  • /

GE had originally objected to these interrogatories re-

lated to the GETR containment systems'on the grounds.that i

continued. containment integrity is not required in order 4

to assure the safe shutdown of GETR following.the occur-rence of the maximum postulated-seismic event and that the information sought'through these interrogatories was there-

, -fore irrelevant to the resolution of any.of the three L specific issues. identified in the Commission's February 13, l' 1978 Memorandum and Order. These answers are being-provided in accordance with the directive contained in the Licensing Board's November 13, 1978 Order in which the Board expressed--

.the view that these interrogatories were permissible since-responses "may lead to the discovery of- 7 '- m ^ -" 4 A - ~ a "

pursuant to 10 CFR S '2.740(b)(1) . THIS. DOCUMENT CONTAINS.

. 2. The heat generation rate referenced in Interrogatory No. 1 is identical to that. assumed in the containment analysis (i.e., NEDO 12622, p. 9-84).

3. The primary function of the vacuum relief system is to assure that pressure outside containment does not exceed the pressure inside containment by more than approximately 0.1 psi. This system is also designed to main-tain containment integrity at or above the containment design pressure. .
4. The containment pressure associated.with the maximum postulated accident (4.1 psi) is less than the containment design pressure (5 psi).

,, 5. No, nor is one required to avoid possible shell rupture and maintain building integrity.

6. The Fuel Flooding System is being designed and installed to assure safe shutdown of GETR in case of the occurrence of the maximum postulated seismic event. Contain-ment integrity is not needed to assure safe shutdown of GETR in such an event.
7. No.
8. The equation is Charles Law (Thermodynamics ,

Virgil Moring Faries, 3rd Ed. 1959, McMillan & Co., p. 56).  !

It is appropriate to use this ideal gas law for an air l environment in situations where the volume remains constant, i l l

9. The assumptions which are used in the cal-culation of maximum containment pressure are in the Safety Analysis Report (NEDO 12622) pp. 9-84 through 9-93.
10. The " actual" containment volume.of 250,000 ,

cubic feet was determined by calculations wherein all structures -(including all pools at maximum levels, etc.).

were taken into account.

11. No tests which measure the heat transfer rate through the actual GETR containment shell have been-performed.
12. No '.
13. The filter media that are now'in use are Model lE-1000-2 and lE-1250-1(S), manufactured by Cambridge Filter Company. Filter media are tested by the manufacturer with dioctyl phthalate at 20% and 100% of rated flow.

Minimum efficiency must be 99.97% retention of 0.3 um dioctyl phthalate particles with a maximum penetration less than 0.03%.

14. There are a total of four steel cabinets con-taining decontamination supplies such as mop heads, masslin cloths and wooden handles located throughout the three floors of the containment building. Occasionally, wooden i planks are used for scaffolding and gasolinepowered forklift trucks are used when required. No flammable liquids are stored in the containment, i

15. In-service inspection program for safety-re- l lated systems may be found in Section 8 of the Safety Analysis Report (NEDO 12622) and Appendix 10 of the June 1978 Re- l sponse to the Show~Cause Order. This program is reviewed 1 and' updated'en a routine basis.  ;
16. The' criterion is' designed to assure that ,

a given sat ._f related system continues to operate properly during and ;;i.ter the off-normal or ' accident condition it was

' designed _to mitigate.

17. The indepencent review of the maintenance  :

I plan is performed by the Reactor Analyst and the Nuclear Safety and Quality Assurance organization,-with periodic

, audit reviews: performed by the Vallecitos Technological Safety Council and the Nuclear Energy Business Group's Nu-clear Energy Product and' Quality Assurance Operation.
