1.

PURPOSE:

To. establish and maintain operating procedures adequate to assure that,the determinations and controls required by 10CFR 71 Sub Part D are accomplished when opening and closing packages in which licensed. material is transported.

SCOPE:

This program applies to the opening and closing of all

. packages in which licensed material is '

naported to provide safety and to assure that, prior to dc y to a carrier for transport, each package is properly prc.

ORGANIZATION Tlue final responsibility for the Quality Assurance Program for 10 CFR 71 requirements rests with Jacksonville Shipyards, Inc.

Design and fabrication of radioactive material shipping packages shall not be conducted under this program.

The Quality Assurance Program is implemented as shown on enclosure (1) organization chart.

The~ Radiation Safety Officer is responsible for overall administration af the program, training and certification, document control and auditing.

The radiographers are responsible for handling, storing, shipping, inspection, test, operating status and record keeping.

QUALITY ASSURANCE PROGRAM The management of Jacksonville Shipyards, Inc., establishes and implements this program.

Training of personnel for all quality assurance functions prior to engagement in the preparation of radioactive sources for shipment or in the receipt of radio-active material is required.

This training is accomplished in accordance with writtea procedures.

Revisions to this program will be made by the Radiation Safety Officer with management's approval.

This Quality Assurance Program procedures ensure that o.

The program will also ensure the specific provisions of Gamma Industries S

package design approval are satisfied and maintain this documentation in our qdslity assurance files.

The Radiation Safety Officer shall assure that Gamma Industries shipping packages are designed and manufactured under a Quality Assurance Program approved by the Nuclear Regulatory Commission for all shipping packages or containers designed or fabricated after January 1, 1979.

OPERATING PROCEDURES:

Procedures for surveying, opening, closing and preparing I dioactive materials for shipment are contained in Jacksonville Shipyards, Inc., industrial radiography operating and emergency procedures.

RECORDS:

The Quality Assurance Program records for 10 CFR 71 require ~

ments are maintained by Jacksonville Shipyards, Inc., Quality Assurance Department.
