7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION ARKANSAS POWER AND LIGHT COMPANY ARKANSAS NUCLEAP ONE, UNIT 2 DOCKET NO. 50-368 NOTICE OF ENVIRONMENTAL ASSESSMENT AND FINDINGS OF N0 SIGNIFICANT IMPACT The U.S. Nuclear Reculatory Commission (the Commission) is considering issuance of an amendment to Facility Operating License No. NPF-6 issued to Arkansas Power and Light Company, (the licensee), for operation of the Arkansas Nuclear One, Unit 2 (AN0-2) located at Russellville, Arkansas.
ENVIRONMEPTAL ASSESSMENT Identificcticn cf Proposed Action-By letter dated October 28, 1987 (?CAN108706), the licensee requested a change in the plant Technical Specifications (TSs) to decrease the required differential pressure produced by the high pressure safety injection pumps during surveillance testing, from 1402.5 psid to 1360.4 psid.
The Need for Proposed Action:
The proposed TS change is needed because the current specification provides little margin for variation in pump perfomance.
The proposed revision estab-lishes a more realistic differential pressure requirement for the high pressure safety injection (HPSI) pumps which will increase operational flexibility.
P.ecent analyses have shown that a lower differential pressure requirement vill not adversely impact the original analysis results, and will result in only a very small reduction of the injection leg flow rates.
Environmental Impact of the Proposed Action:
The proposed reduction in the required differential pressure for the HPSI pumps was considered with respect to all the accident analyses in Chapter 15 of 8807180051 880706 PDR ADOCK 05000363 P
1 the Final Safety Analysis Report (FSAR), and also with respect to the loss of coolant accident (LOCA) analysis in Chapter 6 of the FSAR. The proposed reduction does not increase the probability or consequences of a previously evaluated accident. Therefore the proposed changes will not increase to greater than previously detennined, the prot' ability of accident and post-accider.t radiological releases, nor otherwise affect radiological plant effluents. The Commission concludes that there are no significant radiological environmental impacts associated with the propcsed TS changes.
With regard to potential non-radiological irrpacts, the preposed TS change involves features located entirely within the restricted area as defined in 10 CFP Part 70. This would not affect ncn-radiological plart effluents and would have no other envirorrental impact. Therefore, the Coninissicn concludes that there are no significant non-radiological environmental impacts associated with the proposed action.
The No'. ice of Consideratien of Issuance of Amendment to Facility Operating License and Opportunity for Prior Pearing regarding the proposed changes to the TS, was published in the Federal Pegister on December 28, 1987 (57 FR 48887). No request for hearing or petition for leave to intervene was filed following this notice.
Alternative to the Proposed Action:
Since the Comission concluded that there are no significant environmental effects that would result from the proposed action, any alternatives with equal or greater environtrental impacts need not be evaluated.
The principal alternative would be to deny the requested amendrrent. This would not reduce environmental irrects of plant operation ard would result in reduced operational flexibility.

Alternative Use of Resources:
This action does not involve the use of any resources beyond the scope of resources used during nomal plant operation.
Agencies and Persons Consulted:
The Comission's staff reviewed the licensee's safety analysis and change to the TS that support the proposed amendment. The staff did not consult other agencies or persons.
FINDING OF N0 SIGNIFICANT IMPACT Based upon the forescing environmental assessment, the Comissier concluded that the proposed action will not have a sionificant effect on the quality of the human environment. Acccrdingly, the Comissicn has determined not to prepare an environmental impact statement for the proposed license amendrent.
