SECY-78-498 - PROPOSED CENSE TO EXPORT HIGH-ENRICHED URANIUM TO JAPAN (APPLICATION NO. XSNM-937)
(COMMISSIONER ACTION ITEM)
This is to advise you that the Commissioners have reviewed the subject license to Transnuclear, Incorporated.
The Commission (with four Commissioners concurring and Commissioner Bradford noting without objection) has accepted your recommendation to issue a license for export to Japan of 35.423 kilograms of uranium, enriched to 93.3% U-235, in the form of uranium hexafluoride.
In connection with his concurrence, Commissioner Gilinsky stated that he would like a fuller exposition of the projects for converting this reactor to lower enrichment and information on what the U.S. Government is doing about this matter.
Commissioner Bradford provided the following comment:
"The nature of this export is such that the problems arising with respect to Criteria 4 and 5 are not all that significant.
- However, they will have to be resolved on Japanese LEU exoorts in the future."
The Office of International Programs was informed of this action by telephone on November 30, 1978.
It is requested that you provide to the Office of the Secretary:

Written notification of the issuance and delivery of this license to Transnuclear.
