.@- 1. A review should be made of licensing and other regulatory actions l F, that have used or referred to the risk assessment models and results

' fa r of WASH-1400 since its issuance in August of 1974.

2. .opies of such documents should be segregatec and furnished to this yl office for forwarding to NRR.

-p 3. A list should be provided identifying the actions or positions -

1$ft Connission's FY79 & 80 programs and to fill in the attached table for 1g each year and for each decision unit as required. In developing the SM response to this item it is important to note the following

$k

  • 4 1. Those decision units, planned accomplishments, and associated

. igg resources where WASH-1400 findings were used for such purposes as 7 setting program prioritiec or determining levels of effort. '

CATEGORIZATION OF LICENSING ACTIONS USING WASH-1400 VAlf;ES AND METHODOLOGY Catecorv 1 Includes those actions in which an absolute value of accident risk T, y as set forth in WASH-1400 was relied upon in the licensing process to q make a specific licensing decision. Included in this category would be any reliance on an overall probability for core nelcing or on the probability of a given event secuence leading to core melt. A possible example is the use of the RSS to develop cuantitative estimates of health risk frem the coal and nuclear fuel cycles.

Catecorv 2 i

i Includes those actions in which the absolute values of accident risks of' WASH-1400 were used in the licensing precess, but when such use was

, restricted to relative comparisons of risks.

r L ' Included in this category would be any reliance on the overall probabilitv ~

of core melting of the RSS to draw comparisons between two desien cen-cepts. Possible examples are the use of the RSS to ccmeare an hNp

~

l to a land based plant and the use of the RSS to develop perspectives e

on overall ATWS risks.

h- Catecorv 3 Includes those actions in t nich the quantitative estimates or fault tree /

. *- eve:,t t ee ana' yses c,? WASH-1400 were used in the licensing process to illustrate or onfirr: staff conel. sions en the disposition of a potential f-

  • safety issue or to aid in selecting the preferred of several alternate lig; regulatory rectirements. One possible example is the NUREG-0138, Treat-i ment
of Non-safety Grade Equipment in Postulated Steam' Line Break Evaluations.

5 6

Catecorv 4 Includes those actions in which values of WASH-1400 were modified by

[ staff to reflect different data base or experience and were'then used

in the licensing process.

,. I A possible example is the adjust aent of the RSS estimates of Scra:n unreliability in NUREG-0460.

'lt i Catecorv 5

  • Includes those actions in which the event tree / fault tree methodology of WACH-1400 were used in t ae licensing process, but no reliance was made on the specific numerical estimates of WASH-1400.
