Dear Mr. Fernando:

Thank you for your October 18, 1978 letter providing me with background material on your cooperative and the issues facing it.

Of course I would be delighted to discuss your concerns further and to help in any way I can in getting those concerns properly addressed.

I have read the material you sent me and I have referred the information to the NRC technical staff for their consideration in connection with the pending Skagit nuclear plant licensing review.

You i'y be assured that we will give the information our closest attention and, if we need additional material, we will be in contact with you or the attorneys who are representing the petitioning tribes.

As you undoubtedly know by now, the presiding Atomic Safety and Licensing l

Board issued an order on November 24 granting the Upper Skagit Indian Tribe, the Sauk-Suiattle Indian Tribe, and the Swinomish Tribal Community permission to intervene and to participate in the hearing on the proposed Skagit plant.

I am enclosing a copy of that order for your information.

I am most hopeful that through this opportunity the interests of the tribes that you felt were not adequately addressed in previous hearings will now be addressed.

Please continue to keep me informed in the progress that is made in this area.
