Dear Mr. Golden:

As I look forward to the Nuclear Regulatory Commission's move to One White Flint North, I am concerned about the possibility that we will not have the services of Federal Protection Officers (FPO's) at the new building. The Director, Federal Protection Division, National Capital Region, Randolph Lash, has informed our Director, Division of Security, Raymond J. Brady, in a letter dated August 6,1986, that because of FP0 utilization directives and employee ceiling restrictions, the Federal Protection Divison will be unable to honor our request for FPO's at One White Flint North.

It is essential that the Nuclear Regulatory Commission have professional and dependable security personnel at the new building who can exercise fundamental law enforcement responsibilities. As has been demonstrated in past incidents at our current location, we have a real need for a security force capable of restraint of individuals, physical removal and possible arrest of lawbreakers who would disrupt Comission proceedings. When we have needed the capability, it has been provided by Federal Protection Officers in a completely outstanding manner.

We are concerned that contract guards clearly do not have the level of training and professional experience needed to interact with the public and news media with the same level of authority, knowledge, and skill exhibited by the FP0's. Therefore, I urge you to reconsider the response to our request for FP0 coverage at One White Flint North.

If it would alleviate the problem of ceiling restrictions GSA may be experiencing with FP0 staffing levels, I would be willing to consider limiting our request to coverage of the public areas of the building. However, I believe that providing coverage by FP0's for this new Federal building I

will enhance its role as a modei of Federal efficiency and reliability.
