OF NRC/NUMARC

MEETING ON JULY 5, 1988 LICENSEE OVERSIGHT AND AUDIT OF VENDORS On Tuesday, July 5, 1988, NRR management and staff met with Messrs. J. Colvin, B. Rasin, and B. Bishop of NUMARC to discuss NRC concerns with the licensees' oversight and audit of vendors. The NRC discussed a number of recent cases where substandard ond/or counterfeit problems have been identified in vendor supplied materials for the nuclear industry.
Examples of such problems include ASME certified materials, electrical equipment, pumps and valves.
NRC expressed the concern that current licenseee oversight and audit of vendors is in sonie cases inadequate and further that current NRC and licensee progranis are not necessarily structured to detect the vendor who intentionally falsifies and fradulently provides materials, equipment or services.
NUMARC and NRC discussed the large resource cost to the industry and to NRC to review and resolve each identified case of substandard and/or counterfeit materials.
It was agreed that a proactive effort should be initiated by the industry to address both corrective actions necessary to address past procurements of substandard and/or counterfeit materials and preventive actions to detect prospectively procurements of substandard or counterfeit materials.
NUMARC stated that they will explore the possibility of forming an industry wurking group to guide the industry corrective actions for current problems and issuas and to guide the preventive actions for a long term program to assure, prospectively, that such problems with fraudulent vendors are detected before use/ installation of the substandard and/or counterfeit materials.
NUMARC indicated that mid to late August would be an appropriate date to target for an NRC and NUMARC working group meeting to discuss these issues.
