Three Mile Island Nuclear Station, Unit 2 (TMI-2)
Operating License No. DPR-73 Docket No. 50-320 Inspection Report 88-05 The subject Inspection Report identified a violation of the requirements of GPU Nuclear Administrative Procedure 4000-ADH-1100.04, "Control of Hot Work,"
which implements a portion of the THI-2 fire protection program. GPU Nuclear subsequently submitted a reply to the NRC Notice of Violation via GPU Nuclear letter 4410-88-L-0093, dated June 3, 1988.
In that response, we stated that the Bi-Annual QA Fire Protection Inspection and Audit conducted from February 19 through March 31, 1988, directed particular attention to the TMI-2 Reactor Building and extinguisher preventive maintenance (PM) program. As discussed with the Senior Resident Inspector at TMI, this characterization of the focus of the audit was inaccurate.
Therefore Item 1. of the GPU Nuclear response should be revised to read:
"1.
The Bi-Annual QA Fire Protection Inspection and Audit (February 19 through March 31, 1988) assessed the adequacy and evaluated the effectiveness of TMI-1 and TMI-2 fire protection programs, activities, and implementing procedures relative to compliance with Fire Protection Programs, QA Plans, Technical Specifications, and regulatory requirements. This audit, which included a review of the fire extinguisher preventive maintenance (PM) program, resulted in no findings."
