Dear Mr. MacDonald:

During our June 7, 1978, discussion in your office about the quality assurance requirements for " users" of NRC' approved Type B packaging, we proposed to send 3 you the general requirements used for our DOE contractors. These requirements are defined in ERDAM 0529 and 5201 manual chapters. The appropriate sect 1ons of these chapters are enclosed. We are enclosing Interin Management Directive, IMD 5001 (Serial 19), which is a DOE directive to continue using specific ERDA chapters until they are superseded. The enclosed documents embody our DOE quality assurance plans. During the meeting it was stated that the generic plan for all DOE contractors will be acceptable to NRC to permit licensees to use DOE contractor's packaging and for our contractors to use NRC approved licensee's packaging. The quality assurance requirements spelled out in the manual chapter sections of EiwAM 0529 and 5201 are imposed by Field Office staffs through language in each contract. DOE is committed to follow QA requirements and safety standards for fissile and Type B packaging. I Finally, our Field Office staffs appraise the contrcctors in their performance of these instructions. They evaluate QA plans, review records, and make recommendations when necessary. Safety staff from Headquarters makes periodic appraisals of each Field Office's QA program.
