(Allens Creek Nuclear Generating X Station, Unit 1) X APPLICANT'S RESPONSE TO UNDATED AMENDMENT TO PETITION TO INTERVENE OF GREGORY J. KAINER (KAINER)

The Kainer amendment was received by Applicant on November 17, 1978. As the NRC Staff's response indicates, the amendment alleges general concerns on a wide variety of matters including outages at nuclear power plants (vaguely related to operator experience), occupational exposure, effects of low level radiation and waste storage. Petitioner fails to indicate, however, in what manner the Staff's or Applicant's analyses of these matters is in error. The amendment is wholly without any asserted basis. Moreover, certain issues (occupational exposures, low-level radiation exposure) appear to be challenges to NRC regulations, while others (methods for high level waste management) are beyond the scope of this proceeding. Finally, not a single conten-tion is supported by new information, new evidence or changes in the plans for ACNGS. The Kainer petition, as amended, should be dismissed.
