Thursday, September 7, 1978 8:30 A.M. - 8:45 A.M.:

Executive Sesrion (Open)

The Committee will hear and discuss the report of the ACRS Chairman regarding miscellaneous matters relating to ACRS activities.

8:45 A.M. - 9:30 A.M. - Meeting with NRC Staff (Open) -

The Committee will meet with the NRC Staff to hear and discuss reports regarding recent operating experience and licensing ac-tions including failure of the main transformer at the Beaver Valley Nuclear Station and the use of improper materials in the fabrication of several reactor pressure vessels.

The schedule for future ACRS activities will also be discussed.

The Committee will hear and discuss the report of the ACRS Subcommittee and con-sultants who may be present regarding proposed operation of the Fast Flux Test Facility.

10:15 A.M. - 12:45 P.M. and 1: 4 5 P.M. - 4:30 P.M. : Fast Flux Test The Committee will hear and discuss presentations Facility (Open) by representatives of the Nuclear Regulatory Commission (NRC) Staff, the Department of Energy and their contractors regarding proposed operation of the Fast Flux Test Facility.

4:30 P.M. - 6:30 P.M.:

Report of Safety Assessment Review Group The Committee will hear and discuss the report by repre-(Open) l sentatives of the NRC Safety Assessment Review Group regarding its review and evaluation of the NRC Reactor Safety Study (WASH-1400).

6:30 P.M. - 7:00 P.M.:

Executive Session (Open)

The Committee will discuss its proposed report to the NRC regarding the Past Flux Test Facility.

Meeting with the NRC Executive Director for Operations (Open) - The Committee will hear and discuss in-formation regarding the Office of Nuclear Reactor Regulation workload and resources.

9:15 A.M. - 9:45 A.M.:

Executive Session (Open) - The Committee will hear and discuss the report of its Subcommittee and con-sultants who may be present regarding proposed inplementation of provisions to mitigate the consequences of anticipated tran-sients without scram in light water reactors.

A portion of this session will be closed if necessary to discuss l

classified information related to the operation and performance of nuclear powered naval ships.

9:45 A.M. - 1:15 P.M.:

Meeting with NRC Staff (Open) - The Com-mittee will hear presentations from and hold discussions with representatives of the NRC Staff, the nuclear and utility industry regarding proposed implementation of provisions to mitigate the consequences of anticipated transients without scram in light water reactors.

A portion of this session will be closed if necessary to discuss classified information related to the operation and performance of nuclear powered naval ships.

Executive Session (Open) tee will hear and discuss the report of its Subcommittee and consultants who may be present regarding reactor safety research for emergency core cooling systems.

2:45 P.M. - 6:15 P.M.:

Meeting with NRC Staff (Open)

The Com-mittee will hear and discuss reports of representatives of the NRC Staff regarding reactor safety research applicable to emergency core cooling systems.

6:15 P.M. - 7:00 P.M.:

Executive Session (Open)

The Committee will diJcuss its proposed reports to NRC regarding the Past Flux Test Facility and Anticipated Transients Without Scram.

Saturday, Septefrber 9, 1978 8:30 A.M. - 2:30 P.M.

Executive Session (Open)

The Committee will complete its reports to 'the NRC regarding matters discussed during this meeting and proposed ACRS comments regarding the source term used in accident analysis and anticipated doses in adjacent nuclear reactors from postulated accidents in one of the facilities.

The Committee will also hear and discuss reports of its Subcommittee on proposed revisions to NRC Regulatory Guides s

I have determined in accordance with Public Law 92-463 that it is necessary to close portions of this meeting as noted above to permit discussion of Classified Information (5 U.S.C. 552b(c) (1))

regarding operation of nuclear powered naval ships.

Procedures for the conduct of and participation in ACRS meetings were outlined in the Federal Register on October 31, 1977, page 56972.

In accordance with these procedures, oral or written state-ments may be presented by members of the public, recordings will be permitted only during those portions of the meeting when a transcript is being kept, and questions may be asked only by members of the Committee, its Consultants, and Staff.

Persons desiring to make oral statements should notify the ACRS Executive Director as far in advance as practicable so that appropriate arrangements can be made to allow the necessary time during the meeting for such statements.

Background information concerning items to be considered during this meeting can be found in documents on file and available for public inspection as appropriate in the NRC's Public Document Room, 1717 H Street, NW, Washington, DC 20555.
