Federal Register Notice NUCLEAR REGULATORY COMMISSION ADVISORY COMMITTEE ON REACTOR SAFEGUARDS MEETING WITH THE FEDERAL REPUBLIC 0F GERMANY REACTOR SAFETY COMMITTEE (RSK)

In accordance with the purposes of Sections 29 and 182b. of the Atomic Energy Act (42 U.S.C. 2039, 2232 b.), representatives of the Ad-visory Committee on Reactor Safeguards (ACRS) will meet with repre-sentatives of the Reactor Safety Committee (RSK), an advisory body to the regulatory agency for safety of nuclear installations of the Federal Republic of Germany on November 9-11, 1978.

The meeting will I

be held in Room 1046, 1717 H Street, NW, Washington, DC 20555.

Representatives of the ACRS, the RSK, and the Nuclear Regulatory Commission (NRC) Staff will meet to discuss reactor safety policy and practice in the United States and the Federal Republic of Germany.

The agenda for this meeting will be as follows:

Introduction (0 pen) - Representatives of the ACRS and the RSK will present and discuss brief reports regarding the responsibilities and procedures of the respective bodies.

_ _ _ _ _ _ _ _ _ _ _ _ _ November 9,1978 (10:00 A.M. - 5:00 P.M.), November 10, 1978, and November 11, 1978 Closed sessions will be held to discuss items related to nuclear plant and component design requirements, engineered safety fea-tures design and performance, risk assessment and related methodology, and application of safety research results and operating data to facility design and performance requirements.

Members of the ACRS and the RSK will discuss information con-sidered confidential by the German Government and it will be provided only on the basis that it will be protected from public disclosure.

Procedures for the conduct of and participation in ACRS meetings were outlined in the Federal Register on October 4,1978 (page 45926).

In accordance with these procedures, oral or written statements may be presented by members of the public.

Questions may be asked only by members of the Committee, its consultants, and staff.

Persons desir-ing to make oral statements should notify the ACRS Executive Director as far in advance as practicable so that appropriate arrangements can be made to allow the necessary time during the meeting for such statements.

I have determined in accordance with Subsection 10(d) of Public Law 92-463 that it is necessary to close these sessions to insure the

. security of information identified and supplied by a foreign govern-ment as confidential (5 U.S.C. 552b(c)(1)).

Further separation of nonexempt material from the exempt material while this meeting is in progress is considered impractical.

Further information regarding topics to be discussed, whether the meeting has been cancelled or rescheduled, the Chairman's ruling on requests for the opportunity to present oral statements and the time allotted therefor can be obtained by a prepaid telephone call to the ACRS Executive Director, Mr. Raymond F.
