In accordance with the purposes of Sections 29 and 182b. of the
-Atomic ' Energy Act (42 U.S.C. 2039, 2232 b.), the Advisory Committee on 4
Reactor Safeguards will hold a meeting on October 5-7, 1978, in Room 1046, 1717 H Street, IM, Washington, DC The agenda for the subject meeting will be as follows:
Thursday, October 5, 1978 8:30 A.M. - 8:45 A.M.:
Executive Session (Oren) - The Committee will hear and discuss the report of the ACRS Chairman regarding miscellaneous matters relating to ACRS activities.
8:45 A.M. - 12:30 P.M. and 1:30 P.M. - 5:00 P.M. : Anticipated Transients Without Scram (Ocen) - The Committee will meet with representatives of the Nuclear Regulatory Commission (NRC) staff and the nuclear and utility industry to hear and discuss presen-i tations regarding provisions to mitigate the consequences of An-ticipated Transients Without Scram in Light-4fater Reactors.

Portions of this session will be closed as required to discuss pro-prietary information applicable to this matter.
5:00 P.M. - 8:30 P.M.:
Fast Flux Test Facility (Open) - The Com-mittee will hear and discuss presentations by representatives of the NRC staff, the Department of Energy and their contractors regarding 4
proposed operation of the Fast Flux Test Facility.
Friday, October 6, 1978 8:30 A.M. - 9:45 A.M.:
Meeting with the Director, Office of Nuclear Peactor Reculation (Ocen) - The Comittee will hear and discuss information regarding the priorities being assigned to generic Task Action Plans by Office of Nuclear Reactor Regulation. The antici-pated schedule for future Comitte activities will also be discussed.
9:45 A.M. - 12:30 P.M. and 1:30 P.M. - 5:45 P.M. :
Reactor Safety Re-search (Ocen) - The Committee will hear presentations from and hold discussions with representatives of the NRC staff, the nuclear and utility industry, and the D2partment of Energy regarding proposed T"*!I

reactor safety research programs related to advanced reactor designs, radioactive waste management and disposal and emer-gency core cooling systems as well as the priorities for the accomplishment of these and other reactor safety research work.
Portions of this session will be closed if necessary to dis-4 cuss proprietary information related to these matters.
5:45'P.M. - 6:30 P.M.:
Executive Session (Open) - The Commit-i tee will discuss its. proposed report to NRC regarding the Fast Flux Test Facility.

Executive Session (Open) - The Committee will complete its report to the NRC regarding proposed operation

'1he Comittee will also discuss the qualification of candidates for appointment to the ACRS.
A portion of this session will be closed to protect information the release of which would represent an unwarranted invasion of personal privacy.
i Procedures for the conduct of and participation in ACRS meetings were outlined in the Federal Register on Cbtober 31, 1977, page 56972.
In accordance with these procedures, oral or written state-ments may be presented by members of the public, recordings will be permitted only during those portions of the meeting when a transcript is being kept, and questions may be asked only by members of the Committee, its consultants, and Staff.
Persons desiring to make oral statements should notify the ACRS Executive Director as far in advance as practicable so that appropriate arrangements can be made to allow the necessary time during the meeting for such statements.
I have determined in accordance with Public Law 92-463 that it is necessary to close portions of this meeting as noted above to protect proprietary information (5 U.S.C. 552b(c) (4)), and to prote c infor-mation the release of which would represent an unwarranted invasion of personal privacy (5 U.S.C. 552b(c) (6)).
