CHAIRMAN The llonorable Richard F. Celet,te Governor of Ohio Columbus, Ohio 43215

Dear Governor Cfleste:

On June 10, 1988, a spill of molten steel at the Marion Steel Company in Marion, Ohio, damaged four gauges which contained radioactive sources. The gauges were used under a Nuclear Regulatory Commission (NRC) license. The company's efforts to remove the gaugas caused radioactive contamination to be spread on the plant site and resulted in 16 workers having low-level contamination on their clothing or skin.

Both the Ohio Department of Public Health and the Ohic Disaster Services Agency responded promptly when the NRC notified the State of the accident. Their quick work in surveying the workers as they left the site and recalling those who had already departed was instrumental in restricting the con-tamination to the plant. Both agencies cooperated fully with the NRC site team when it arrived and continued to assist in radiation surveys at the plant and in the homes of steel company employees.

I wish to express my appreciation for the excellent response ef fort by the Sta te of Ohio. Your personnel performed competently and effectively in responding to the accident.

Their efforts demonstrate that Federal and State agencies can work together for the prompt and effective handling of i emergencies. I hope you will inform all State of Ohio '

employees wha participated in this incident that I commend l them for their invaluable assistance. ]

Sincerely, d ') W , .
