Enclosed are:

One (1) original Application for Amendment to the above Operating License to revise the Emergency Diesel Generator Surveillance Requirement 4.8.1.1.2.b.4 to include backup phase fault protection as one of the diesel generator trips which are not bypassed on a loss of power to the emergency buses.
This change has been reviewed by the OSC and ORC and determined to be safe and does not involve an unreviewed safety question.

One (1) copy of documents designated Attachments A, B and C which setforth the change in Technical Specifications, the safety analysis and the no significant hazards evaluation.
We currently plan on making the required modifications to the Emergency Diesel Generators protection circuitry during the first refueling cutage for Unit 2.
We therefore request that if the proposed change is found acceptable, an effective date for the amendment be arranged between our office and the Beaver Valley NRC Project Manager.
A check in the amount of $150.00 is attached as payment of the license amendment application fee in accordance with 10 CFR 170.
