SECY-78-351 - PROPOSED LI I S AMENDMENT TO EXPORT LOW-ENRICHED URANIUM TO TF CtPUBLIC 0F KOREA (APPLICATION XSNM-740, AMENDMENT NO. 01)
(COMMISSIONER ACTION ITEM)
This is to advise you that the Commissioners have reviewed the subject license to Westinghouse Electric Corporation. The Commission (with four Commissioners concurring and Commissioner Gilm.. 'oting without objection) has accepted your recommendation for amendments of a license to export to the Republic of Korea an additional 65,939 kilograms of uranium, enriched to 3.2% U-235, in the form of fuel elements.
Commissioner Ahearne's concurrence was subject to application of IAEA sa feguards.
In this connection, a KORI-l Facility Attachment is in effect. Commissioner Ahearne also noted that the subject staff paper includes a statement that "the Republic of Korea has undertaken an obligation.
He stated that "this wording is not very useful to me. The NNPA requires a finding that the safeguards will be applied."
Commissioner Gilinsky has asked for information on plans for disposi-tion of spent fuel in Korea.
The Office of International Programs was informed of this action by telephone on November 17, 1978.
It is requested that you provide to the Office of the Secretary:

Written notification of the issuance and delivery of this license to Westinghouse.
