This memorandum briefly summari.zes.those papers and lists

several background papers.
Reducing Procedural Cost Burdens for Participants in Com-mission Proceedings -- SECY-70-590 (November 17, 1976),
supplementing SECY-77-391 (July 19, 1977) and SECY-77-391A (December 5, 1977).
This paper summarizes the experience of assisting participants in the S-3 proceeding by providing free transcripts and free copying and service of documents.
It also rcauws the recommendations made in SECY-77-391 and SECY-77-391A concerning Commission adjudicatory licensing proceedings:
(1) that the Commission _ reduce from 20 to 2 the I
number of copies of papers which parties in licensing proceedings must file with the l
Docketing and Service Branch, Office of the Secretary; (2) that the Commission provide free transcripts of proceedings to qualified participants;

(3) that the Commission copy and serve upon the parties certain categories of papers filed by qualified partcipants; and I
(4) that the Conmission extend the assistance in l
items (2) and (3) above to full participants who i
file an affidavit stating that their participation in the proceeding would be substantially impaired without assistance.
Free NUREGs -- Trial Program -- OGC August 17, 1978 memoran-dum to the Commissioners.
This memorandum presented alterna-tive ways to proceed with a program for free distribution of NUREG's to full participants in Commission proceedings if tne Commission wished to consider such a program:
(1) staff study and analysis of such a program, and (2) a one-year trial program.
l Three Commissioners have indicated their desire to proceed With a trial program and have confirmed that view in response to OGC's August 30, 1978 memorandym t.o the Commissioners.
Proposed GPO Printing and NRC Distribution of NUREG Docu-ments -- OPE October 20, 1976 memorandum to the Commissioners.
This memorandum discussed the possibility of having the Government Printing Office print NUREG documents, an arrange-ment which appeared to be much. faster and less than half the cost of having NUREGs made available solely through NTIS.
It also discussed the advantages of direct NRC d$stribution of NUREGs, staffing and space requirements of such a program, and the background of our arrangement with NTIS.
It recom-mended that such a program be undertaken.
SECY and TIDC l
agreed with this recommendation but suggested different practical arrangements.
1 While these' papers, particularly the latter two, are related in their subject matter and the Commission's consideration of them ought to be coordinated, I believe that they are sufficiently independent that action on any of them can be taken without requiring action on the others.
