Dear Sir:

Drun Testing In February 1988, Portland General Electric Company (PGE) implemented a manda-tory drug testing program for those individuals requiring unescorted access to the Trojan Nuclear Plant.

In accordance with that program, we have developed requirements for use by contractors and agencies whose personnel require unes-corted access.

A copy of these requirements is attached. These requirements will be applied to members of the Nuclear Regulatory Commission (NRC) requiring unescorted access unless specifically exempted. Additionally, PGE has imple-mented new regulations prohibiting the consumption of alcoholic beverages during the workday (lunch and breaks included). Our Security and supervisory personnel have been directed to deny or revoke access to anyone under the influence of or with the odor of alcoholic beverages about the employee's person.

AND AGENCIES NEEDING UNESCORTED ACCESS J

February 1988 These requirements apply to contractor and agency employees requiring unescorted access.

They are necessary to ensure PGE Company's Fitness for Duty Program is in conformance with the United States Nuclear Regulatory I

Commission's August 1986 Policy Statement on Fitness for Duty of Nuclear Power Plant Personnel.

Contractors and agencies shall establish a written program to chemically test their employees for drugs.

The program shall require that employees be tested as follows:

1.

Within 30 days before an employee reports to the Trojan Nuclear Plant for a position requiring unescorted access.

If an imployee has not used his unescorted access privilege at Trojan during the last year (365 days), a chemical test is required bafore unescorted access will be granted.

2.

Annually, on a scheduled twelve month basis, for each employee with unescorted access to the Trojan Nuclear Plant.

The chemical test shall be a urinalysis and the test method used shall be an Immunoassay Technique or Thin Layer Chromatography.

For positive test results, a confirmation test of the same urine sample using Gas Chromatography / Mass Spectrometry is recommended.

The test shall include the following drugs as a minimum:

Positive Cutoff Values Drum (um/ml) microgram / milliliter Amphetamines 0.5 l

Barbiturates 0.3 Benzodiazepines 0.3 Cannabinoids Marijuana Metabolite 0.05 Cocaine Metabolite 0.3 Methadone 0.5 Methaqualone 0.3 Opiates 0.3 Phencyclidine (PCP) 0.075 Propoxyphene HCL Metabolite 0.5 Prior to your employees being badged for unescorted access, a copy of your written program (and any future revisions) shall be submitted to Trojan Nuclear Plant for review and approval.

License NPS-1 At tac hment Page 2 of 6 As a minimum, your written program shall contain the following essential elements:

1.

Verification of the identity of the person providing the sample (eg.

drivers license with photograph).

2.

A Consent and Release of Information Form to be signed prior to providing the sample.

This form shall require the person to list all medication he is taking (prescription and over-the-cour.ter).

If prescription medication is listed, the Doctor's name shall be included. The release of j

information portion shall include permission to release the results of the test (s) to PGE Company or to nuclear plant licensees in general.

3.

Provisions to protect against substituting or tampering with the samples.

As a minimum, these shall include:

Within four minutes of collection, measuring the temperature of the a.

sample to verify that it is within the normal range (32.5-37.7 degrees centigrade).

Measuring the acidity of the sample to verify that it is within the j

normal range (pH of 5.0-8.5) of urine.

j If the sample temperature is outside the above range or there is a c.

reasonable suspicion that a sample has been substituted or tampered with, another sample shall be collected and its collection is required l

to be observed.

Any confirmed attempt to substitute or tamper with a sample shall result in immediate termination of access to Trojan Nuclear Plant.

d.

Use of a security seal on each sample container.

The person providing the sample shall initial or sign the seal or a label on the sample container to indicate that it is his sample.

A documented "Chain of Custody" for samples.

4.

A summary of your testing plans and general schedule.

This must include testing within 30 days of reporting to Trojan and annual testing for people with Trojan access.

5.

Use of Immunoassay Technique or Thin Layer Chromatography for the test method (s).

6.

A list of drugs tested for and their positive cutoff values.

7.

A record of the urinalysis results shall be obtained from the laboratory and retained for a period of 2 years.

Prior to assignment, employees with chemical test results showing nonprescription drug concentrations equal to or greater than the above Positive Cutoff Values shall not be assigned to Trojan Nuclear Plant for work.

Docket 50-344 March 18, 1988 License NPF-1 At t ac hment Page 3 of 6 On completion of an acceptable chemical test, the contractor shall provide a letter (sample letter attached) containing the following information before the employee will be badged for unescorted access to Trojan Nuclear Plant.

Company nane Contractor employee's full name and social security number Date of the chemical test Name and address of testing laboratory A statement certifying that the employee has been tested for the drugs specified herein and certifying that the results for nonprescription drugs are less than the Positive Cutoff Values Signature and title of an authorized company official After being g, ranted unescorted access, an employ.ee whose annual chemical test results are confirmed positive will be denied access immediately.

The contractor / agency will take immediate action to remove their employee from the Trojan Nuclear Plant.

To facilitate this requirement, the contractor / agency will immediately phone the Trojan Branch Manager Nuclear Security at (503) 556-3713, extension 221 or the Security Watch Supervisor at (503) S56-3713, extension 200.

The contractor / agency will inform security that one of their employees with unescorted access tested positive for drugs and request that the person's card key be deletod.

This notice will include the following information.

Company name Employee's full name and social security number Drug ( s) involved in the positive test Date and time that the contractor / agency first became kncwledgeable of the positive test result Name of the company official providing this information The contractor will followup with a letter containing the same info.. nation within one business day.

Once access has been granted, if there is reasonable tuspicion that a contractor's/ agency's employee is under the influence of drugs or alcohol, the contractor's/ agency's employee shall be removed from the Trojan Nuclear Plant.

Access shall be denied until the employee has agein taken the chemical tests described herein (including an additional test for alcohol).

For employees with preassignment test, annual test, and/or reasonable suspicion chemical test results showing nonprescription drug concentrations equal to or greater than the specified Positive Cutoff Values, access will be denied until a subsequent test is negative and evidence is available to show rehabilitaticn if determined necessary by a medical professional.

As schedules permit, contractors / agencies are welcome to use the urine collection facilities in the Human Resources trailer lecated at Trojan.

This facility is normally not manned and the contractor must make its own contractual arrangements with the Occupational Medical Center staff and Metrolab.
