- 11) Letter, TP Winslow to CE MacDonald, 2/09/88 In our December 22, 1986 submittal, we requested a modification to Revision 13 of the subject certificate to allow an increased mass of UO, powder having not more than 0.45 H/U ratio at enrichments g: eater than 3.2 w/o U885 In making this change we inadvertently reduced the mass limit for enrichments of 3.2 w/o U8 8 5 and less.
This reduction was not necessary because our criticality safety demonstrations support the previous limits.
For both normal and accident conditions the information contained in the 12/22/86 Consolidated Application, Appendix D, demonstrates safety with up to 204 kgs UO, per container.
Per the table on page 2 of Appendix D of the Consolidated Application, the only demonstration affected by this change is demonstration 3, Single

For UO, powder at enrichments greater than 3.2 w/o U888 (Condition A) the criticality safety basis for a single container is provided in the Consolidated Application, Appendix C, Section 6.3.
For UO, powder at enrichments not greater than 3.2 w/o U818 (Condition A) and UO, pellets (condition C),
the criticality safety basis for a single container is provided in the Consolidated Application, Appendix E.
To correct this, we request that the certificate be changed to reflect the mass limits contained in certificate 9019, Revision 13, as they apply to the type and form of material described in Sections 5 (b) (1) (1) (for enrichments 3.2 w/o U888 and less) and 5 (b) (1) (111).
(Note:
For material described in 5 (b) (1) (1), at enrichments greater than 3.2 w/o U888, the maximum UO, per pail and package should remain 35.0 kgs and 70.0 kgs respectively as shown in Certificate 9019, Revison 14.)
The requested teording to Section 5(b) (2) and Section 6 for Certificate 9019, is as follows:

The maximum contents per package and pail for the maximum U-235 enrichment shall be limited in accordance with the following table:

These pages, numbers 4 and 5, are dated 6/20/88 to reflect this request.
We have an international powder shipment scheduled for the week of August 15, 1988 and consequently request your assistance to expedite the issuance of an NRC Certificate revision in sufficient time to obtain DOT Competent Authority approval before this date.
Please advise me if there is any information or action we can take to assist in meeting this objective.
We are also requesting a minor change to the BU-7 license drawing 112D1592, Revision 7, Note 6, affecting the nameplate so the.t non-specified regulatory information is not rpecifically called out.
Note 6 on drawing currently reads:
