Dear Congressman Havroules:

I am responding to your letter dated May 16, 1988 which requests that the public coment period for the Comission's proposed rulemaking concerning the emergency planning requirements for fuel loading and low power opera-tions, 53 Fed. Reg. 16439, be extended.

On May 24, 1988, the Comission, in response to your letter dated April 29, 1988, informed you that, although it believes that the original 30-day coment per:od was fully adequate, an additional 15-day extension has been granted resulting in a coment period which will end on June 23, 1988.

Notice of the extension was published in the Federal Register. The Comission believes that a 45-day coment period affords concerned members of the public ample time to respond to the narrow issue that is the subject of the proposed rule change.
