Byron Station Units 1 and 2 SALP 7 Board Report NRC Docket Nos. 50-454 and 50-455 Reference (a): January 22, 1988 letter from A. Bert Davis to Cordell Reed

Dear Mr. Davis:

On January 29, 1988, representatives of Comonwealth Edison met with you and members of your staff to discuss the SALP 7 Board Report for Byron Station. Commonwealth Edison appreciates the NRC's recognition of the high level of performance in the functional areas of emergency preparedness, security, licensing activities, and training and qualification effectiveness. We believe other functional areas are very close to the same rating.

Overall, we believe this report is a good assessment of our performance. However, there were areas of the report that we feel merited more 1ecognition. Housekeeping falls into this category. Syron's housekeeping programs are aggressive and have yielded excellent results.

Numerous NRC inspectors have comented on the good housekeeping at Byron.

We also share your concern over personnel errors. Various programs at Byron are focusing major emphasis on elimiaating personnel errors. There has .11 ready been a noticeable improvement since October, 1987.

Our ef forts are concentrated on maintaining a trained and properly activated staff which will meet all of our nuclear operations objectives.
