Dear Mr. Miraglia:

The NRC Procurement / Materials Control Inspection team has y st completed a follow-up inspection (March 7-9, 1988) at Rancho Seco, with specific emphasis on the information provided in the Procurement Engineering Assessment Plan (PEAP) "Interim Report," dated and transmitted to your office via letter GCA 88-135, March 1, 1988.

During the follow-up inspection it was determined by the PEAP team that an additional commitment was necessary. Specifically, the SHUD ASL Verification Commitment (attached) will provide the necessary actions to satisfy the issue regarding the Green Tag validity program. It should be noted that this commitment was presented to, and accepted by, the NRC Procurement Inspection Team at the exit meeting held on March 9, 1988.

Review 75 Green Tag Reverification Packages (Green Tag Program referenced in the Procurement Engineering Assessment Plan Interim Report, dated March 1, 1988) and obtain evidence that indicates that the suppliers' QA Program implementation had been verified during the approximate time period of purchase. Verification will be in one of the following forms:

o A SMUD QA Implementation Audit o An ASME Certificate o Listed in the CASE Register o obtaining a copy of an audit report from another nuclear utility or other acceptable source Implementation of this commitment is not a restart constraint. It should be noted that any reverification

package (associated stock code) not performed by restart will be placed on hold.
