SUBJECT:

SUPWARY OF MEETING NOTES FPOM DRPR/NJBNE MEETING ON MARCH 9, 1988 A meeting was held on March 9, 1988 between members of the New Jersey Bureau of Nuclear Engineering (NJBNE) and the Division of Reactor Projects (OPPR).

The purpose of this meeting was to enhance the interface etween the tRBNE Project Maragers of nuclear facilities sited in New Je and appropriate NRR project manacement.

The meeting opened with brief opening statements by Bruce Boger, Assistant Director for Pegion I Reactors and Mr. Dave Scott, NJBNE Bureau Chief.

Working from a prepared presentation package, the NJBNE r,crbers discussed in detail how their organization functioned, knong the items discussed:

The chain of command up to the Governor of the State of New Jersey The interaction between the Radiation Protection Programs Element of the Division of Environmental Quality, of which the BNE is a part.

The specific functions of each bureau were discussed.

The interaction between the three groups in the BNE (Nuclear Engineering, Nuclear Emergency Preparedness, and Nuclear Environmental Engineering).

The charter of the FIE, along with how the BNE functions and their current goals of FY88.

The methodology and status of the State of New Jersey's evaluation of the ambient radiation levels around the state's nuclear power plants. Some sarple data available from their system was presented.

A brief presentation on the current protress to completion of an Issue Review Process was given. Members of OPPR gave guidance as to who was the best point of cor. tact for these issues, h

16AR 1019HR Pruce A. Boger Upon completion of the presentation, Bruce Boger gave a description of the NRR reorganization and how the licensing process currently functions. He recomended that, wherever possible, the NJBNE Project Managers should comunicate with the DRPR Project Managers in all matters.

If any comunication difficulties should arise, they would be followed up to the DRPR Project Directorates, or if necessary, to Bruce himself. There was a brief discussion on the current status of the AE00's system of Perfomance Indicators and on the NRC's Backfit Rule.

One of the concerns of the NJBNE was an apparent inconsistency in the granting of exemptions by the NRC. They felt the NPC had granted numerous exemptions to one plant, but not another.

After brief closing remarks, which included the desire for more interaction between the two groups, the rceeting was adjourned.
